The Issue

To the Vale of Glamorgan Council, Welsh Government, and all relevant decision-makers,

We, the undersigned, call for the development of a modern multi-storey car park at Penarth Seafront to help address the ongoing parking shortage, support local businesses, and encourage tourism in one of Wales’ most popular seaside destinations.

Penarth has long been known for its stunning coastal views, beautiful parks, historic pier, and vibrant seafront. The Victorian seaside town attracts visitors from across South Wales and beyond throughout the year. However, one issue repeatedly raised by residents, visitors, and business owners alike is the lack of adequate parking at the seafront.

Many will remember the multi-storey car park that stood beside Penarth Pier from 1968 until its demolition in 2002 as part of the Headland Link project. While opinions differed on its appearance, there is little doubt that it provided a significant amount of parking capacity in one of the busiest areas of the town.

Today, Penarth’s popularity continues to grow, but the number of available parking spaces has not kept pace with demand. During busy weekends, school holidays, special events, and sunny summer days, finding a parking space can be extremely difficult. This can discourage visitors from coming to Penarth altogether, resulting in lost revenue for local cafés, restaurants, shops, attractions, and other businesses.

A modern multi-storey car park, designed to complement the character of the seafront and surrounding area, could provide a practical solution. It would:

Increase parking capacity at the seafront.

Support local businesses by making Penarth more accessible.

Encourage tourism and visitor spending.

Reduce congestion caused by drivers circulating in search of parking spaces.

Help future-proof Penarth as a visitor destination.

Generate income for the Vale of Glamorgan through parking revenue.

Support major events held throughout the year.

This is not about recreating the architecture of the past. It is about providing the infrastructure needed for the future. Modern car parks can be designed to be visually attractive, environmentally responsible, and sympathetic to their surroundings while delivering the parking capacity that residents and visitors need.

Penarth is one of the jewels of the Vale of Glamorgan. If we want the town to continue thriving, we must ensure that people can easily access it.

We therefore call upon the Vale of Glamorgan Council to commission a feasibility study into the construction of a new multi-storey car park at or near Penarth Seafront and to engage with residents, businesses, and visitors on potential options.
