Bright Streets, Safe Nights: Upgrade Street Lighting in Baguio City’s Narrow Barangays

The Issue

Many neighborhoods in Baguio City, especially narrow barangay roads and hillside pathways, suffer from inadequate street lighting, particularly at night. This lack of proper illumination poses serious safety risks to community members such as students, workers, senior citizens, and residents who frequently travel home after dark.

As a student living in Baguio City, I have personally experienced walking through dimly lit streets where poor visibility and deep shadows make it difficult to see approaching vehicles, uneven roads, or obstacles. These risks are intensified during rainy evenings and foggy weather, which are common in Baguio. Several residents have also expressed concerns about slipping on wet stairs, tripping over unseen obstacles, and feeling unsafe when passing through dark corners of their barangays.

According to urban safety studies, improved street lighting can help reduce crime and traffic-related accidents by up to 20%. Although Baguio City is generally peaceful, preventive measures are essential. With thousands of students attending schools and universities across the city, ensuring safe passage at night should be a top priority for the local government.

One practical and sustainable solution is for the city government to allocate funds toward upgrading and maintaining street lighting systems, with a focus on solar-powered LED streetlights. These systems are energy-efficient, cost-effective in the long term, and environmentally friendly.

Solar-powered lighting is especially suitable for Baguio’s hillside areas and narrow barangays where electrical wiring is difficult. In addition, implementing a regular inspection and maintenance schedule will ensure that broken or non-functioning lights are repaired immediately, preventing prolonged periods of darkness in residential areas.

We respectfully urge the Baguio City local government, barangay officials, and relevant stakeholders to prioritize the improvement of street lighting in narrow barangays. By investing in safer and more reliable lighting systems, we can significantly reduce accidents, improve public safety, and strengthen community confidence.

Let us work together to create a safer, more secure Baguio City, one where residents can walk home without fear, even after the sun goes down.

Information and Communication Technology (ICT) has demonstrated significant value in advancing community-based initiatives, such as this advocacy to improve street lighting in the narrow barangays of Baguio City. Digital tools have made it possible to organize and promote the petition efficiently, even without advanced technical skills, allowing the issue of public safety to reach a wider audience.

Platforms such as online petition websites enabled the creation of a structured and professional petition by guiding users through the process of clearly presenting the problem, proposing realistic solutions, and setting measurable goals. This allowed the advocacy to extend beyond immediate contacts and reach students, residents, and local stakeholders who share concerns about safety and accessibility in the community.

Social media platforms also played a critical role in strengthening engagement. By sharing informative posts, captions, and visual evidence of poorly lit streets, and by using appropriate hashtags, the petition was able to reach barangay officials, community leaders, and fellow citizens. ICT made it possible to gather signatures in real time, monitor support, and distribute updates quickly, which helped build momentum and demonstrate strong public backing for the proposed improvements.

Prior to the availability of digital tools, organizing such an initiative would have required printed materials, door-to-door campaigning, and significantly more time and resources. In contrast, ICT provided a faster, more accessible, and cost-effective means of communication. Overall, it enabled broader participation and transformed a local safety concern into a coordinated and actionable community effort.
