The Issue

Demand a referendum for Big Bend residents to vote on the Breck Complex! ***If signing the petition with a coordinate address, use only the last portion of numbers, after the second letter. The website isn't accepting the full coordinate address. If your address was s1w2345 Main St Vernon, enter 2345 Main St. It may come up as Waukesha or Mukwonago-that’s ok!*** Responsible Development Through Community Collaboration The developer of the proposed Breck Athletic Complex has publicly stated they want to be a ‘good neighbor.’ However, to date, they have made no attempt to contact or engage with the actual neighbors who will be most impacted by this project. We, the impacted community residents, call on Big Bend officials to offer a referendum to their residents to vote on the Breck Complex. Responsible development requires transparency, community input, and mitigation of impacts on neighboring areas. Why This Matters Infrastructure Readiness
Although the proposal mentions infrastructure improvements, Vernon and Waukesha residents living on roads bordering the development have specific concerns that are not addressed in the current plan. These include potential strain on sewer, rainwater drainage and road systems, as well as safety implications for local traffic including the Highway 164/I43 Interchange. Traffic & Pedestrian Safety
New road outlets onto surrounding neighborhood streets will increase traffic and endanger children. Residents need more specific details on planned improvements, signage, and traffic control measures to ensure neighborhood children and pedestrians remain safe. Visitor Impact & Safety Concerns
With the expected influx of visitors, especially from out of state, residents are concerned about trash, vandalism, and potential damage to neighboring properties. Clarification is needed on whether alcohol will be served at the venue, as this raises significant safety concerns for surrounding neighborhoods. Environmental Protection
Prevent disruption to wildlife and watershed near the Vernon Marsh and Fox River. Playground and Walking Trails
On record, the developer stated there would be a playground and walking trails. The current proposal shows one small trail but does not indicate a playground. Residents want clarity and details on these amenities.
Lighting & Noise Pollution
While the proposal states that state-of-the-art lighting will be used, the planned 85-foot light poles, combined with the topography of the land, mean these lights will tower over nearby homes and significantly impact the rural character of the area. Alternate field locations within the development should be considered to reduce this impact. Additionally, athletic events are scheduled to run weekends until 10 or 11 PM, and attendees may not leave the complex until after midnight, creating prolonged noise and traffic disturbances for surrounding neighbors. Public Services Burden
The Vernon Fire Department is physically closer to the proposed complex than Big Bend’s station, meaning Vernon will likely take on the responsibility for emergency responses related to this development. We must ensure that fair billing practices are in place so Vernon residents are not burdened with the increased costs of emergency services resulting from this project.
