SCRAP the £30 Brown Bin yearly Payment

SCRAP the £30 Brown Bin yearly Payment
The Issue
As published by Boston Borough Council itself, "In 2012 we introduced a separate kerbside collection service for garden waste to reduce the amount of waste being taken to landfill. At that time, we asked for a one-off payment to cover the cost of purchasing a brown bin."
Note - .."a one-off payment.."!!!!!
No mention of future charges for the emptying service!!
Regardless of the above, you decided that in April 2016 you would put a yearly £30 charge in place for residents to have their garden waste brown bins emptied.
It was said by a member of staff at Boston Borough Council during a telephone call to a resident in Boston on 8th April 2016, that only 2000 people in the borough had been polled in regards to the brown bin emptying payment. 87.5% of those 2000 residents said 'yes' they were happy to pay. However, there is an outstanding 12.5% that either didn't respond or voted 'No', including the FACT that there are thousands more residents who weren't asked their views, as Boston has a much larger population than just 2000.
Boston Borough Council (BBC), as also stated above, said that they introduced the "kerbside collection service for garden waste to reduce the amount of waste being taken to landfill". Should BBC decide to not scrap the yearly payment and assume that residents will discard of their own garden waste accordingly at the local landfill site, and consider the consequences that this will -
*increase the amount of waste going to landfill
*increase the risk of fly tipping
*increase the chances of unwanted vermin, i.e Rats, Mice etc
You have failed to take into account all your residents views in regards to this yearly charge, including the consequences of not having bins emptied, which includes as follows -
*residents told at time of bin purchase that it was a "one off payment"
*whether they agree or disagree with the new yearly £30 charge
*can they afford to pay the yearly charge
*residents who cannot pay for whatever reason are now left with unusable bins, which the council refuses at this time to refund
*are all residents able to discard of their garden waste themselves at the local landfill site
It is for these reasons that we the residents of Boston and surrounding areas covered by the borough council, request that the brown bin yearly emptying payment of £30 is scrapped.
