Here is my story. Francis Otity attempted to transmit HIV to me.

In 2019, I went on vacation with my children to my home country, Ivory Coast (Africa), to visit my family. That is where I crossed paths with my ex-husband, Francis Otity, who currently works in the maintenance department of the Boone County School District. At the time, he presented himself as a kind, caring, friendly, and helpful man—always ready to lend a hand. There was no room for doubt or suspicion regarding his sincerity, especially since he used his status as a teacher to persuade, deceive, and charm those around him, blending in perfectly with upstanding citizens. However, behind this façade lay a monster, a criminal, and a narcissistic abuser. His first wife was reportedly a victim of domestic violence; she contracted HIV and tragically died under suspicious circumstances in Ivory Coast in 2015. His second wife also testified against him, confirming my own experience; she recounted how he had concealed his illness from her throughout the years they lived together in Ivory Coast and had never disclosed his HIV-positive status. During our conversations, she warned me to be very careful with him, emphasizing that he was extremely cunning. During my stay in Ivory Coast in 2019, he subjected me to the same treatment as his second wife: he hid his illness from me. He lied by claiming he was not HIV-positive and insisted I trust him, arguing that his professional ethics as a teacher forbade him from lying. He had managed to earn my trust over the course of our various encounters. After my vacation, I returned to the United States, and he asked me to send him an invitation to visit America. He obtained a tourist visa and entered the U.S. for the first time in February 2020, arriving in New York. He entered the U.S. on a tourist visa and was supposed to return to his home country. Instead, he managed to convince me to marry him in September 2020 so he could obtain legal status to live in the U.S.; he eventually obtained a 10-year permanent resident card (Green Card) in 2023. It was only after the marriage that I discovered all the lies mentioned above. He had intended to transmit HIV to me during my vacation in Côte d'Ivoire in 2019, as he had deliberately concealed his illness from me. Consequently, a criminal complaint was filed against him in Côte d'Ivoire; he was found guilty and sentenced to prison and fines by the Ivorian courts. He is also subject to a domestic violence protection order in Boone County, valid until 2029. Following all this, I filed for divorce in 2022, but he dragged out the proceedings until 2025, when the divorce was finally granted. This gave him the time he needed to obtain his permanent resident card in 2023. He is a very cunning man. Regarding the divorce, he asked the judge to order me to pay him $40,000—my entire savings and assets, which he had played no part in acquiring—demonstrating just how dishonest this man is. He stole $40,000 from me. ...and left my children and me destitute and riddled with debt. He fabricated false claims within my divorce proceedings. He contributed nothing toward the purchase of my home or my retirement savings plan (401(k)); so how can he claim access to the entirety of a 401(k) account that was opened before he even arrived in the U.S.? I am the victim of a fraudulent marriage and a marriage scam; he managed to obtain 10-year residency status through this sham union and succeeded in stealing $40,000 from me

It was my daughter—deeply upset—who sent me the link. She told me, "Mom, the man who took all your money has received an award." It is absolutely outrageous, because the portrayal of this man in the video is in total contradiction with reality. My children witnessed everything we went through and endured with him. I suffered domestic violence, abuse, and death threats. He even sent his friends to threaten me with death. I spiraled into depression, had dark thoughts, and nearly lost my life—just like his first wife. But thanks to my children, I found the strength to get back on my feet, and today, I am gradually healing. My fight now is to confront my fear, summon the necessary courage and strength from within, and break the silence for all his victims. I swore an oath of allegiance and loyalty to America, a country that gave my children and me a better life. It was my duty to protect our institutions, communities, and authorities by exposing these toxic individuals in our midst; for remaining silent amounts to being complicit in their actions. This situation raises serious concerns regarding his suitability to serve as a role model and educator for our children. He is currently implicated in various fraud cases—not only in Côte d’Ivoire but also in the United States demonstrating dishonest and unethical behavior.
Allowing someone of such questionable character to work in schools undermines the integrity of our educational institutions, which should be safe havens for learning and personal growth. Our children deserve educators who embody honesty and integrity qualities clearly lacking in Francis Otity. This issue affects not only the local community but parents everywhere; it highlights the need for rigorous background checks and strict adherence to moral and ethical standards when hiring educational staff. It is our responsibility to voice our concerns and take concrete action to ensure that the school environment remains safe and conducive to learning for all students.
