BLM Promised Protection. We Demand Action

The Issue

As of today there is 590 signatures going towards our Letter petition campaign that will be getting e-mailed and sent by certified mail. Thank you to those who donated to the fund to send letters certified. This petition is for those who had trouble finding the link and a way to get more exposure to the issue.

 We, the undersigned organizations and individuals, are united in our concern over the Bureau of Land Management’s ongoing failure to enforce its own protections for wild Mustangs and burros after adoption or sale.In 2012, then–Secretary of the Interior Ken Salazar strengthened BLM sales and adoption contracts to prevent federally protected wild horses from being sent to slaughter. These contracts explicitly prohibit both direct and indirect sales for slaughter, including transfers to intermediaries. The language is clear:

“Purchaser agrees not to knowingly sell or transfer ownership of any listed animals to persons or organizations whose intent is to process the animals or their remains into commercial products or whose intent is to resell, trade, or give away the animals or their remains for processing into commercial products… If the purchaser makes any material misrepresentations… the sale is voidable at the discretion of the BLM.”

Despite these safeguards, significant numbers of BLM-sold or adopted Mustangs are being found in kill pens soon after leaving government control. This constitutes a direct violation of contract terms. Yet no documented prosecutions or voided sales have been made public.

The BLM has an explicit mandate to protect these animals. Inaction in the face of clear violations not only enables the slaughter pipeline but also undermines the credibility of the agency’s entire Wild Horse and Burro Program.

We call on the BLM to:

Investigate all cases where Mustangs or burros appear in kill pens after adoption or sale.

Void sales found to violate contract terms.

Prosecute violators in accordance with federal law and the 2012 provisions.

Report publicly on enforcement actions to restore transparency and public trust.

The American public expects the Bureau of Land Management to not only manage wild horse populations but also safeguard their welfare after removal from the range. Failure to enforce existing rules is unacceptable and must be addressed immediately.
