Blind Protester Dragged by ICE Agents in Portland—Demand Justice

The Issue

On October 18, 2025, Quinn Haberl—a legally blind man standing just 4-foot-6—was dragged and detained by six federal agents outside the Portland ICE facility.

He was not threatening anyone.

He was not resisting.

He was sitting near a driveway with a white mobility cane, a green safety vest, and a teddy bear.

Video and photos show agents lifting Quinn off the ground, carrying him across the pavement, and pulling him into the building. Witnesses can be heard shouting that he’s blind. He says he was never warned to move. He says he thought he was going to die.

This is not how law enforcement should treat anyone, especially not someone with a visible disability peacefully protesting.

Quinn was released after 75 minutes. He walked away with bruises on his arms, cuts on his hands, and trauma that may take far longer to heal. And this wasn’t even the first time in a single week he was grabbed by federal agents while sitting alone.

We are calling on the U.S. Department of Homeland Security, the Portland Field Office of ICE, and the Department of Justice Civil Rights Division to investigate this incident immediately, release all related bodycam or surveillance footage, and hold all responsible agents accountable. This must include a clear public statement acknowledging the harm done.

Justice cannot wait until the next person is hurt. Quinn deserves accountability. The public deserves transparency.

I have heard about the situation involving federal agents violently assaulting this individual who was peacefully exercising their right to protest. The fact that these troops felt empowered to focus their violent response on a defenseless blind protestor demonstrates both their cowardice and the punitive nature of their actions. They are looking for a fight with those who are least able to fight back. We do not need federal troops in Portland, and they are not welcome. I am eager to see the investigation of their conditional use permit hearing, and seeing this agency held accountable and this facility shut down.
