Respected Chief Minister and Esteemed Authorities,

On behalf of the indigenous Bishnupriya Manipuri community of Assam, we submit this petition with deep concern and strong hope. For several decades, our community has been peacefully and democratically demanding the establishment of the Bishnupriya Manipuri Autonomous Council (BMAC) to safeguard our rights, identity, and future.

This year, our demand has once again been raised through multiple memoranda:

On 19 January 2026, the Bishnupriya Manipuri Sainik Welfare Organisation submitted a memorandum to the Honorable Chief Minister through the Silchar DC.
On 03 February 2026, another memorandum was submitted through the Patharkandi DC.
During the Satyagraha Movement in Silchar, a memorandum was submitted directly to the Chief Minister on 19 Feb 2026.
On 24 February 2026, in the Assam Assembly, Honorable Social Justice and Empowerment Minister Shri Pijush Hazarika assured that the Chief Minister would discuss this matter in detail.
Despite repeated appeals, our community continues to wait for justice. We remain committed to peaceful and lawful means, but our patience must not be tested further.

Why the Bishnupriya Manipuri Autonomous Council is Essential

Constitutional & Democratic Right, The Assam Government has already established Autonomous Councils for several indigenous communities (Moran, Mattak, Chutia, Koch-Rajbongshi, etc.). Denying the same to Bishnupriya Manipuris reflects inequality. The formation of BMAC is our constitutional right.

Threat to Cultural Identity & Language ,  Bishnupriya Manipuri is a unique language and culture, listed by UNESCO as vulnerable. Without institutional support, our language is being excluded from educational institutions. Without a council, future generations risk losing their heritage entirely.

Unfulfilled Electoral Promises Election after election, promises are made to our community but ignored once polls are over. This discrimination has created frustration and alienation, especially among the youth.

Economic Backwardness & Youth Migration Most of our population lives in rural areas lacking infrastructure, quality schools, and employment opportunities. Without economic autonomy, our youth are forced to migrate, leaving villages depopulated.

Land Rights & Demographic Concerns Without an Autonomous Council, our ancestral lands and demographic security remain unprotected. Lack of local self-governance weakens our position in our own homeland.

Our Clear Demand  We urge the Assam Government to introduce a bill in the Assam Legislative Assembly for the immediate formation of the Bishnupriya Manipuri Autonomous Council (BMAC).

We are peace-loving citizens who respect the law and democratic values. We appeal to the Government not to delay further and to protect our identity, culture, and rights.

We call upon all concerned citizens to support this petition and help carry our voice from Dispur to Delhi.
