Billboard Alert: Madison & Florham Park

The Issue

Residents of Madison and Florham Park, especially those residing on or near Townsend Drive and those who use the Madison Recreation Complex (MRC): There is currently a proposed 55-foot tall digital billboard planned for 165 Park Avenue in Florham Park, along the Madison border and adjacent to Route 24. 

Location and Size: The billboard is proposed to be on land in Florham Park, immediately next to Madison Borough and the MRC. It will be a significant structure, reaching 55 feet in height with a large, 20ft x 50ft digital display mounted on a 35-foot pole.

Visibility Concerns: The Florham Park Planning Board has already raised concerns about the billboard's visibility, particularly to the residential area of Townsend Drive. While there is a sound barrier and trees between the proposed location and Townsend Drive, the billboard's height could still make it visible, especially when trees lose their leaves. There are also concerns that moving images displayed on the LED billboard could be distracting to athletes using the fields at the MRC. 

Impact on Madison's Recreation Complex: The Madison Environmental Commission has voiced significant concerns about the potential negative environmental impacts on the adjacent MRC, including light pollution and its effects on nocturnal pollinators and wildlife. The brightness and changing images of a digital billboard could disrupt the natural environment of the forest and meadow in the MRC. 

Townsend Drive Residents: If you live on Townsend Drive, the potential glow and changing images from this 55-foot digital billboard, even with existing barriers, could impact your neighborhood, potentially affecting the enjoyment of your property, especially during evening hours. 

Financial and Legal Context: Florham Park anticipates financial benefits from leasing the land for the billboard. The proposal is proceeding, in part, due to legal precedents related to First Amendment rights that limit the ability to outright prohibit billboards. Madison Borough amended their settlement agreement with Florham Park to permit this signage, in conjunction with an agreement for shared emergency access to Route 24.
