

INSTALL CCTV IN BAGUIO CITY POUND! YES TO TRANSPARENCY IN THE POUND!
The Issue
Prior to the approval of the IRR for The Responsible Pet Ownership Ordinance in the City of Baguio, it has been brought up in one of the public consultation that a CCTV system be installed in the Baguio City Pound with the following objectives:
1. It can act as a deterrent to illegal activities not only for the pound workers but also for visitors frequenting the pound.
2. It serves to collect evidence in any unfortunate event that any violations in the rules and regulations of the city pound are committed.
3. It aids in the decision making process in settling disputes as footage of a particular incident may be pulled up at anytime.
4. It serves as a record keeping tool to keep track of who comes in and out of the pound on a real time basis.
With reports of alleged violations in the POLICIES AND GUIDELINES IN THE ESTABLISHMENT AND MAINTENANCE OF ANIMAL POUNDS ( Department of Agriculture; Administrative Circular 03;
Series of 2015), we seek to propose once again, the installation of a CCTV system for transparency and better monitoring of activities inside the Baguio City Dog Pound. We believe that this will not only benefit the impounded dogs but it is also an opportunity for the pound management to improve the facility, their policies and processes as well.
As we also received several reports of dogs allegedly being captured in the streets but were not found in the City Pound after, we also wish to propose that a vehicle video recorder to be installed in each pound vehicle to monitor the dogs that are captured on the streets.
Once approved, Furvent Animal Rescue and Advocacy, together with volunteers and Animal Welfare groups will provide funds for the CCTVS and Cameras through donations and fundraisings so it can be installed immediately.
