Bartlett Green Phase 3 Homeowners: We Demand a Community Meeting and Management Reform

We, the undersigned homeowners and residents of Bartlett Green Phase 3 in Bartlett, Illinois, are calling for an immediate community-wide homeowner meeting and formal review of our current HOA management structure.

Since Altus Property Partners assumed management of our association in January 2026, Bartlett Green Phase 3 has experienced a significant decline in services, transparency, and homeowner communication. We are organizing because we believe every homeowner in our community deserves to be informed, respected, and heard.

WE ARE FORMALLY REQUESTING THE FOLLOWING:

1. A COMMUNITY-WIDE HOMEOWNER MEETING
We call for an open meeting for all 38 unit owners of Bartlett Green Phase 3, held both in person and simultaneously over Zoom, so that every homeowner can participate regardless of their circumstances. This meeting must allow homeowners to speak freely, ask questions, and vote on matters affecting our community.

2. FULL FINANCIAL TRANSPARENCY
We demand a complete side-by-side comparison of last year's budget versus this year's, with every line item justified and made available to all homeowners before the meeting. We have specific concerns about management fees, unusually high postage charges for a community our size, portal fees charged on top of our assessments, and the complete absence of documented snow and ice removal expenses despite those services not being delivered. We are not opposed to reasonable increases — but we have the right to understand exactly what we are paying for.

3. ELIMINATION OF PORTAL FEES
We should not be charged additional fees to pay our own assessments. We demand the right to pay through our personal banking systems at no cost.

4. RESTORATION OF DIRECT AND ACCESSIBLE COMMUNICATION
Prior management provided one direct phone number answered by a live person during business hours with timely callbacks. The current system is inaccessible, unresponsive, and designed in a way that makes even the simplest inquiry unnecessarily difficult. We demand a return to direct, human, accessible communication.

5. RESTORATION OF EXTERIOR MAINTENANCE
Bartlett Green Phase 3 has received little to no exterior maintenance since January 2026 — no lawn care, no snow removal, and no general upkeep of our common areas. Phases 1, 2, and 4 of our community continue to receive regular maintenance. We pay the same assessments and deserve the same standard of care. This must be corrected immediately.

6. BOARD TRANSPARENCY AND HOMEOWNER COLLABORATION
Important decisions are being made without homeowner input or adequate notice. We want a board that keeps us informed, welcomes our questions, and treats us as the stakeholders we are. We do not want to be divided, silenced, or excluded from decisions that directly affect our homes and our community.

7. REVIEW OF THE MANAGEMENT CONTRACT
At the homeowner meeting, we collectively want to evaluate whether Altus Property Partners is serving Bartlett Green Phase 3 fairly and effectively, and whether the management contract should be continued, reformed, or terminated. We also want the opportunity to review board composition and hold new elections if homeowners determine that is appropriate.

WHY THIS MATTERS

Under Illinois law, we need the signatures of only 20 percent of unit owners — just 8 out of 38 homeowners — to legally demand that the board call a special meeting. By signing this petition you are adding your voice to that demand and helping ensure that every homeowner in Phase 3 has the opportunity to participate in shaping the future of our community.

This petition is open to all current homeowners and residents of Bartlett Green Phase 3, located on Mary Court, Thomas Court, and Elizabeth Court in Bartlett, Illinois 60103.
