If you would like to stop the construction of a High-Density Apartment Complex in Winder, then please consider signing and sharing this Petition.

- This will be delivered to the Barrow County Planning Commission before their next meeting.

We would like to let everyone in Winder and Barrow County know that there is a proposed request to rezone 24.5 acres along Hwy 211 Northwest and McNeal Road to R-3 Residential for a proposed 240 unit Apartment Development. This high-density residential apartment complex would be very near the new Winder Elementary, Russell Middle School, and the Holly Hill area. 

The proposed apartment complex is again going before the Barrow County Planning Commission on Thursday, September 17th, at 6:45pm, which will most likely be a ZOOM MEETING.

Our concerns regarding this Development include:

1. Traffic on Hwy 211 Northwest and McNeal Road. The developers have proposed the Entrance/Exit to this apartment complex on Hwy 211, which is already one of the most heavily trafficked roads in the County. A new apartment complex would certainly bring hundreds of more vehicles to this area, creating increased traffic congestion and more auto and pedestrian accidents. The traffic in Winder is already horrible and this would only make it worse.

2. According to the Developers Letter of Intent: “The proposed development would include 10 buildings of multi-family residential units, with each building consisting of 12,000 square feet. The proposed community would also include 360 parking spaces.”

- We have researched this and found numerous cases where apartment developments might start out as attractive, but after years become a run-down eye-sore for the community. We have seen this happen in Metro-Atlanta and Gwinnett in many places. New developments are often promoted as "Luxury Housing", but this is often a downright lie to manipulate the community. 

3. High density housing has numerous negative effects on the physical, emotional, and psychological health of people and animals. Given the world we live in, in a global pandemic and constantly surrounded by civil unrest and crime, it is simply not safe or healthy to live near large populations. Humans and animals are both easily affected by environmental stressors. Just walk around dense population centers, and you will see the incredible amount of stress everyone is experiencing. On a smaller scale, this stress is spreading throughout Metro-Atlanta and Winder.

4. Our community is not designed to accommodate a huge explosion in population growth. Look how bad our local traffic is. Imagine how much worse it will get when hundreds or thousands of more cars are on our roads on a daily basis. 

We are very concerned that Barrow County is headed in the direction of becoming an extension of Gwinnett County... with uncontrollable development and rapid population growth. 

5. Barrow County describes R-3 as High Density Residential District (R-3). "The R-3 high density residential district is established to provide locations for a mix of housing types, including duplexes, triplexes, quadra-plexes, townhouses, condos, and apartments. The intention of this district is to incorporate multi-family residential within small complexes that will not create a large impact on services within the community."

We believe this development would "create a large [negative] impact on services within the community."

There are numerous reasons why high-density housing is negative for the community:

- Increased Traffic, more auto and pedestrian accidents, more traffic related injuries and fatalities

- Noise pollution, sounds of constant sirens

- Safety Concerns

- Higher Crime Rates, Drug Use, and Gang activity

- Strain on local Police, Fire Department, Schools, Hospitals, and Roads through a higher population causing more problems

- Air Pollution

- Privacy concerns, residents have little privacy, increased exposure to nuisances such as noise and parties at neighboring housing units

- Local parking can become extremely limited

- High concentration of hard surfaces and shortage of green space makes it difficult to manage stormwater and prevent flood hazards

- There are numerous other reasons that we could argue why high-density housing has negative consequences for the community.

Given the fact that the community cannot physically attend a meeting to show their opposition to this development, we ask that the Planning Commission please consider delaying any decisions on this rezoning matter, while the community has more time to organize and respond. 

In our opinion, the bottom line is this: High Density Housing will have extremely negative consequences for the future of our community.

If we want a safer and happier community, then we have to fight for it.

We greatly care about the direction of our community and would like to see our leaders respect the majority of citizens who oppose this development.

We ask that the Planning Commission please deny this re-zoning request.
