Should Jefferson County provide designated off-leash areas/trails in Evergreen, Colorado?

Jefferson County Open Space recently closed the Evergreen Dog Park, a 107-acre off-leash area, in Evergreen Colorado, citing overcrowding (among other things) for its decision. This closure has affected thousands of people and dogs and only exacerbates the problem of inadequate off-leash areas here. Currently, Open Space has 21 recreational-use parks and roughly 230 miles of trails, none of which is open to off-leash dogs.
