Re-allow Students of Legal Age to be Served Alcohol Before 6 PM
The Issue
Currently, Barangay Ordinance No. NC-85, S-89 prohibits the serving of "intoxicating beverages" to all students in Barangay Loyola Heights, uniformed or not, before 6 pm.
This is an oppressive and unreasonable action taken by authorities as students of legal drinking age should be able to exercise their right to give consent. For example, under the current scheme, a 40-year old PhD student would be not be allowed to order alcohol at any establishment in Barangay Loyola Heights. The term "student" in itself is also vague as no definition is given in the ordinance. Does this include students enrolled in part-time classes? How about students enrolled in a short course under a private arts studio? Does it only mean students of "formal" schools?
We fully understand that students should not enter their campuses intoxicated, but this ordinance is very general and does not allow even students with no more class that day or students on holidays and even weekends to order drinks before 6 pm.
At the end of the day, we believe in freedom of choice and respecting the right of every person, student or not, to choose to live their lives within the laws of a just society. Unfortunately, we believe that Barangay Ordinance No. NC-85, S-89 impinges upon every person's rights.
In line with this we respectfully propose this ordinance to revise it's position to allow all people of legal age to be served alcohol at properly licensed establishments in line with freedom of choice.
