Petition Title: Stop Masked Intimidation: Ban Balaclavas Used by Violent Agitators on UK Streets

Why this is important
Our streets should be safe for everyone. Right now, across the UK, we are witnessing a deeply concerning rise in anti-immigrant and anti-Islam violence. A defining and dangerous feature of these hostile gatherings is the widespread, systematic use of balaclavas and face coverings by groups of males intent on causing disorder. 

This isn't an issue of personal privacy or peaceful expression—it is premeditated intimidation. Aggressive men are blacking out their faces to terrorise local communities, target mosques, and strike fear into minority groups, all while evading CCTV and police facial recognition.

We cannot allow violent agitators to hide behind masks while tearing our communities apart. We need an immediate, zero-tolerance ban on identity-concealing face coverings at any gathering where public disorder or intimidation occurs.

The Problem: Weaponised Anonymity
When individuals turn up to a gathering already wearing a balaclava, their intent is clear: they are preparing to commit unlawful acts without facing the legal consequences.

Targeted Terror: The sight of large groups of masked men descending on diverse neighbourhoods, asylum accommodation, and places of worship creates a profound climate of fear, deeply affecting vulnerable residents, women, and children.
Evading Justice: Masked rioters use face coverings to explicitly bypass police identification and subsequent prosecution, making it incredibly difficult for law enforcement to hold criminals accountable. 
Exploiting Loopholes: While steps have been introduced under current policing bills to restrict masks in specific designated zones, agitators routinely exploit loopholes by moving outside those boundaries or masking up before formal police orders are active.
What We Are Demanding:
We call on the UK Government and the Home Office to act decisively and close the legal gaps that allow these groups to operate with impunity. We demand:

A Complete Ban on Balaclavas at Aggressive Gatherings: Introduce a strict, zero-tolerance ban on balaclavas and identity-hiding items at any assembly where public order is threatened.
Proactive Police Powers: Give frontline officers the direct, unambiguous authority to immediately compel individuals—specifically the aggressive male demographics driving this unrest—to remove face coverings, with automatic detention for those who refuse.
Enhanced Sentencing: Treat the deliberate concealment of identity during a public order or hate-crime offence as a severe aggravating factor, carrying mandatory tougher sentences and higher financial penalties.
