Ban routine killing of healthy, adoptable pets in U​.​S. shelters

The Issue

Every year, thousands of healthy, adoptable animals are needlessly put to death in city, county, and privately operated shelters across the United States. These animals—dogs, cats, and others—are more than mere statistics. They are living beings capable of providing love, trust, and companionship to countless families. Their lives are cut short not due to illness or unadoptability, but because of systemic issues within our shelter and animal management systems.

While shelters are ideally places of refuge and protection, too many continue to resort to euthanasia as a solution to overcrowding, underfunding, and lack of support resources. This practice is not only inhumane—it's a glaring indicator of failed policies and insufficient funding and community involvement.

Statistics from the ASPCA reveal that approximately 6.5 million companion animals enter U.S. shelters annually. Of these, an estimated 1.5 million are euthanized each year. This translates to an average of over 4,100 animals losing their lives every single day due to the lack of adequate shelter space, financial resources, and adoption strategies.

We have seen progress where communities have adopted no-kill policies, invested in adoption programs, spay and neuter initiatives, and developed partnerships with local rescue organizations. These progressive areas have witnessed declining euthanasia rates and enhanced long-term outcomes for animals and shelters alike.

The time to act is now. We need to pursue nationwide legislative reforms that mandate the ethical treatment of shelter animals. This includes increasing funding and support for shelters, implementing comprehensive adoption programs, expanding spay and neuter campaigns, and creating partnerships with rescue organizations.
