Air travel is stressful enough without being penalized for having luggage at an airport.

​Right now, several major UK airports—including Birmingham, Bristol, and Luton—charge a non-refundable fee (often £2 or more) just to use a luggage trolley. Unlike the traditional supermarket model where you get your coin back upon returning the trolley, these airports are treating basic accessibility and passenger infrastructure as a hidden profit machine.

​Why this needs to change

​An Unfair Tax on Families and the Elderly: If you are traveling alone with small children, have a disability, or are an elderly passenger with multiple bags, a trolley isn't a luxury—it's a physical necessity.

​Greed, Not Maintenance: While airports claim these fees cover the cost of managing the trolleys, many international airports worldwide manage to provide them entirely for free or use a refundable deposit system.

​Double Dipping: Passengers already pay airport passenger fees hidden inside their airline tickets, alongside astronomical parking and drop-off fees. Charging for trolleys is blatant double-dipping.

​Our Demand

We call on the Department for Transport and the Civil Aviation Authority to ban non-refundable baggage trolley charges at all UK commercial airports. If a deposit is required to prevent theft, it must be 100% refundable upon the trolley's safe return.
