Ban Exploitative AI-Generated Depictions of Minors

Ban Exploitative AI-Generated Depictions of Minors
The Issue
I'm a father of a toddler.
And I am terrified of what AI could one day be used for. And what it's being used for right now.
This petition is about protecting children from being digitally exploited before the laws catch up.
Update: Since starting this petition, it’s been brought to my attention that Florida passed a law in 2024 criminalizing AI-generated child pornography, even if no real child is involved. This is a vital first step—and it validates everything this petition is about. But this law only addresses visual content in explicit contexts. It does not cover other forms of AI simulation like text-based chatbots, voice AIs, or childlike robotic companions. This petition calls for further protections to close those gaps, ensure platform accountability, and push for broader legislative awareness beyond Florida.
This is not about banning harmless, artistic, or educational depictions of children (such as illustrated books or family photos). This is about stopping the creation of interactive AI systems—like chatbots, virtual avatars, or robots—designed to act like children. Especially when used by adults in ways that encourage unhealthy behavior or fantasy.
Children are not fantasies. Not avatars. Not aesthetics.
They are sacred, innocent, and real. Creating voiceless, powerless digital replicas of them is not innovation - it's exploitation.
It's a line that should never be crossed.
Who Is Impacted?
Children are the ones who stand to be impacted the most by this technology, and they have no voice in how it’s used. As a father, I think about my son growing up in a world where AI can simulate anything—even children. That’s terrifying. These aren’t just harmless lines of code or fictional characters. When AI is used to simulate or interact as if it is a child—through chatbots, virtual companions, or life-like avatars—it opens the door for predators, abusers, and deeply disturbed individuals to act out dangerous fantasies. Real children may not be directly involved, but the consequences bleed into the real world. It desensitizes, it normalizes, and it sets the stage for horrific real-world harm.
What Is at Stake?
We are at a crossroads where the line between the digital world and the real world is vanishing. If we allow this kind of AI content to exist unregulated, we risk creating a society that no longer sees the difference between protecting children and exploiting them. Once this tech becomes widespread—and it will—it’ll be nearly impossible to put the genie back in the bottle. We’ll see sickening defenses of “victimless” crimes while real victims are forgotten. The internet is already filled with dark corners; do we really want to add AI-generated “child bots” or simulated abuse to that pile? The stakes are not just legal—they are moral, spiritual, and deeply human.
Why Now Is the Time to Act?
We still have time to get this right. Right now, this issue is just beginning to emerge—but we’ve seen time and time again what happens when technology evolves faster than the law. We wait until something tragic happens, and then we act. But by then it’s too late. This is our chance to get ahead of it—to draw a hard line before this becomes just another normalized horror of the modern world. We can’t afford to be passive observers while this takes root. We owe it to our kids and to the next generation to protect what’s still sacred. This is a line that should never be crossed. Let’s make sure it’s written into law before it ever is.
Why Did I Choose to Start in Florida and Not the National Level?
I chose to start this fight in Florida because this is my home. I live here. I’m raising my son here. And I believe Florida has the strength, independence, and leadership to take action where others might hesitate. We’ve seen our state take bold stands before, especially when it comes to protecting children and pushing back against unchecked technology or federal overreach. If we can lead the way here, I believe it will send a message across the country. I’m not waiting around for Washington to catch up. I’m starting where I live—because protecting our kids can’t wait.
Here is the proposal I have written that I plan on sending out to Florida Lawmakers:
Subject: Request for Proactive Legislation Banning the Use of AI to Depict or Simulate Children in an Exploitative Fashion
Dear (Insert Politician’s Name),
I am writing to you not just as a concerned Floridian, but as a father, a citizen, and a human being who believes that technology must never outpace our moral responsibility. As artificial intelligence rapidly evolves, so too does its potential for misuse—including the deeply disturbing possibility of simulating, depicting, or embodying children through AI technologies. I am urging you to sponsor or support legislation in the state of Florida that explicitly bans the creation, distribution, or possession of AI-generated content that depicts minors (any person under the age of 18) in any exploitative form, including but not limited to:
- AI-generated images, videos, or deepfakes of children
- AI-powered chatbots or virtual personas simulating children’s voices or behavior
- Robotic devices or humanoid AI made to look, sound, or behave like children
Why This Matters:
Preventive Action is Better than Reactive Grief.
We should not wait for a public scandal, court case, or tragedy to realize the dangers of this technology. By establishing legal boundaries now, we protect real children, deter predators, and set a national standard for moral responsibility. AI Depictions of Children Can Be Exploited for Predatory Behavior Even if no real child is directly involved, AI-generated minors can serve as a proxy or rehearsal tool for abusers, or worse, normalize child exploitation under the guise of legality.
No Justifiable Use Case
There is no ethical reason to allow the creation of simulated children through AI when used for inappropriate, exploitative, or adult-oriented purposes—especially in interactive platforms that blur lines between fantasy and harm. If legitimate child actors are protected by strict labor and safety laws, then so too should synthetic “children” be protected from exploitation and misuse.
Florida Has a Chance to Lead This issue is on the horizon—not yet widespread, but rapidly approaching. Florida can be the first state to take a principled, bipartisan stand. This legislation would be consistent with our state’s dedication to family values, child safety, and ethical innovation.
Proposed Legal Language:
It shall be unlawful for any person, company, or organization to knowingly create, possess, distribute, or operate any artificial intelligence system, simulation, chatbot, visual or audio media, or robotic embodiment that depicts, simulates, or mimics a human under the age of 18 in an exploitative or otherwise inappropriate fashion, regardless of whether a real child was involved in its production.
Exceptions may include:
- Clearly documented research into child safety by credentialed institutions
- Law enforcement training tools, with proper oversight
- Educational materials that depict generalized minors in non-exploitative, non-interactive ways (e.g., animated instructional safety videos)
- Artistic or family-friendly depictions of children in clearly non-interactive contexts (e.g., illustrations, animations, or films designed for kids)
Violators should be subject to criminal penalties, civil liability, and forfeiture of any related assets.
Final Thoughts:
I believe this proposal resonates with a core, non-partisan truth: children must be sacred, whether real or virtual. In a world increasingly governed by code and algorithms, we must draw a firm ethical boundary around our most vulnerable population. Please help Florida take the lead on this issue. Let us be remembered not as the state that reacted too late, but as the state that stood tall and protected its children before the storm came.
This petition doesn’t ignore the progress that’s been made—it builds on it. Florida made the right move in banning AI-generated child pornography. But the fight isn’t over. Now we need to ensure we don’t leave dangerous gray areas behind. Let’s finish what this law started.
If you would like, please feel free to use this, edit it however you need, and send it out as well. The more visibility the better! If you have gotten this far, thank you so much for reading. I am just a simple guy from Florida who is a father, and have put a lot of thought into this issue, and want to make the world a better place. Please consider signing, thank you!
