Ban euthanasia on adoptable animals at the federal level

Ban euthanasia on adoptable animals at the federal level
The Issue
Over half a million animals were euthanized last year in shelters in the United States due to overcrowding and a lack of resources. While many states and local legislatures have laws against this, the inconsistencies in regulations on a national level bring difficulty when it comes to protecting the lives of these animals.
A federal ban would avoid this unnecessary loss of life, and allow more animals the chance to leave shelters and find homes. Data from many animal welfare organizations show that the majority of animals entering shelters could be re-homed if given enough time and support. Thus, a ban on the euthanasia of adoptable animals is needed, and, in addition, governmental investment into shelters, to eliminate their need of euthanizing animals due to a lack of resources, overpopulation, etc.
In addition to the moral incentive to stop these animal's deaths, making systemic changes at a federal level would also strengthen communities socially and economically. Adopting pets from shelters reduces illegal breeding practices, saves on the cost of specifically bred pets, and creates a community more accommodating to animals.
The success stories from states that have implemented stricter euthanasia regulations (such as California’s "No Kill" initiatives) provide a blueprint for federal action, as shelters have reported reduced rates of animal euthanasia and higher adoption rates.
