

Ban Certification of Unsigned Tabulator Tapes in Georgia Elections
The Issue
In Georgia’s 2020 election, more than 130 tabulator tapes, records produced by ballot scanners that document vote totals, were not properly signed by poll workers in Fulton County. These tapes accounted for approximately 315,000 ballots. While officials say the votes were counted and verified through multiple audits, this failure to follow clear, existing rules has deeply undermined public confidence.
According to Georgia State Rule 183-1-12-.12, poll managers and two witnesses are required to sign each tabulator tape to confirm the results as accurate and complete. This rule was not followed, and yet the results were certified.
We are calling on the Georgia General Assembly and State Election Board to pass legislation that bars the certification of any election results where tabulator tapes are not signed as required by law.
This petition is not about relitigating the 2020 election. It is about ensuring that future elections are conducted with transparency, accuracy, and clear accountability. When election rules are not enforced, trust in the process breaks down, across party lines.
The law already exists. What is missing is enforcement. Counties must be held to consistent standards, and certification should not move forward unless the most basic safeguards, like signed machine tapes, are in place.
We, the undersigned, demand:
- A binding state law preventing certification of unsigned tabulator tapes
- Clear penalties for counties that fail to comply
- Statewide enforcement of existing ballot handling procedures
Georgia voters deserve confidence that every rule will be followed and that mistakes or shortcuts will not be overlooked. Upholding election law is not optional. It is the foundation of our democracy.
