Vehicle Parking In Country Club Park

The Issue

The neighborhood of Country Club Park in Lutherville has had a long-standing congestion problem at the intersection of Greenspring Drive and Seminary Avenue.  Greenspring Drive is  one of only two access roads into and out of Country Club Park. Cars attempting to enter Seminary Avenue from Greenspring Drive, particularly during rush hour, are confronted with a steady stream of traffic and very long delays. Complicating this problem is that Greenspring Drive is a narrow street with minimal opportunities for street parking. Residents of the first few houses before Seminary Avenue do not have sufficient pad parking for more than two cars and their only current options for a third car or visitor are to park in front of their homes or several blocks away. Parking in front of their homes leaves just one lane for cars entering and exiting Seminary and results in regularly occurring “bottlenecks.”  This also creates a dangerous situation for residents entering or exiting their cars.


Neighbors and representatives of the Lutherville Community Association met with staff of the County on-site last fall. The consensus was that the only option to minimize the bottleneck is to allow several cars to park on the grass of the County park, perpendicular to Greenspring Drive, but completely out of the street.  However, County administrators were not in agreement.  We are requesting your help in furthering the County’s reconsideration of this plan by signing your name, showing your agreement to this statement:

BALTIMORE COUNTY SHOULD ALLOW PARKING ON THE FIRST TEN FEET OF GRASS FROM THE PAVEMENT OF GREENSPRING DRIVE, EAST TO WEST, TO ALLOW CARS TO PARK PARALLEL TO SEMINARY AVENUE AND PERPENDICULAR TO GREENSPRING DRIVE.  THE COUNTY IS NOT BEING ASKED TO PAVE THIS AREA AND THIS PLAN WOULD NOT COST THE COUNTY ANY FUNDS.  FURTHERMORE, THIS PLAN WOULD ALLEVIATE THE CONSTANT BOTTLENECKS AT THE INTERSECTION, PARTICULARLY DURING RUSH HOUR, AND WOULD ENHANCE THE SAFETY OF RESIDENTS ENTERING AND EXITING THEIR VEHICLES.
