HB 1021 was passed unanimously by the Baltimore County Delegation because they knew that their citizens had done everything possible to work with the County directly to no avail. Therefore, residents went to the State to bring change to the Baltimore County shelter and let the citizens help with that change by allowing a volunteer program.

Baltimore County (Dr. Branch and Kevin Kamenetz included) has made it very clear that they do not want volunteers in the shelter. Why do you think that is? It is because the conditions at the shelter are horrendous and their priority is not the care and placement of the animals. HB 1021 directs the County to make placement of animals a priority (instead of euthanasia) and to implement a volunteer program to achieve that directive.

HB 1021 passed unanimously in the Baltimore County delegation, however, at the 3/14 hearing before the House Judiciary Committee it was clear that Delegate Vallario was not supportive of the bill. The bill was rejected just as we expected despite committee AND public support. Baltimore County citizens and animals desperately need this bill.
