To protect all biological fathers' rights, in the event of an unwanted adoption. In one specific case, John Wyatt of Va, lost custody of his daughter Emma because of unclear adoption laws in the state his daughter's adoption was initiated.
All adoptions should be initiated in the child's state of birth by an agency operating in said state. 
The biological father, if known, MUST be notified of adoption proceedings by the agency handling the adoption within 3 days of the receiving an adoption request.
The biological father must be given a deadline no less than 30 days from the date of notification of impeding adoption. 
With this law, it should be a considered a felony offense if a child is adopted-out and proof is provided that the steps were not taken.
