The NFL has a rule where if one team develops a minority candidate, and said candidate becomes the head coach or primary financial executive of another team, the developing team receives two compensatory third round draft picks.

The Chicago Bears developed assistant GM Ian Cunningham. Cunningham took the GM job at the Atlanta Falcons. Matt Ryan is the “President of Football” but has said all decisions relating to the draft and free agency reside with Cunningham.

The draft and free agency are the primary job responsibilities of the primary football executive. Cunningham is that executive. Give the Bears the picks they earned by successfully developing a minority football executive.
