The Issue

This is the criteria for the Presidential Citizens Medal. It is also the final valiant act performed by Retired SSgt North, Todd A. on April 14th, Having seen a gunman approach a local bar located outside Marine Corps Air Station Cherry Point, North Carolina. North took command of the situation ordering patrons into the facility and attempting to secure the door while the gunman unloaded rounds into the building and into Todd North. Every wound North suffered was the possibility of another life saved in that establishment. North Once a Marine, was Always a Marine. Not only living Marine Corps Core Values but demonstrating them in his final moments, showing Honor, Courage & Commitment in the face of a cowardice murderer, even while wounded North staggered to the office retrieved a weapon and returned fire striking the assailant and warding off any further attack.
This petition requests formal recognition by the city of Havelock, Craven County, North Carolina & The United States for the deeds performed by North on the early hours of April 14th. North is survived by his Wife and 1/2 year old child who we request posthumously receive this award in his honor.

Todd Asa North, 39, of Havelock, died April 14, 2013.
Todd served our country in the U.S. Marine Corps. He was a loving man, a patriot and a leader. He loved his family and friends and he was strong willed. After graduating in 1991 from Del Oro High School of Loomis, CA, Todd went directly to Marine Corps Base Camp Pendleton. He proudly served his country for 12 years until he was forced to retire for medical reasons. Todd was a leader who treated everyone with respect and kindness. He was a protector and a hero to his country and to his hometown, where those who knew him affectionately referred to Todd as "The Mayor of Havelock" or simply "North." On April 14, Todd selfishly gave his life to protect his friends and strangers where he willingly and knowingly acted as a human shield to prevent bullets from hitting others. His mother remembers Todd telling her a few weeks ago, "I always try to do the right thing, Mama, but sometimes it just doesn't always work out so well for me."
Todd is survived by his wife, Alyssa North, his son, Asa Cain North, both of Havelock; his daughter, Anna Lee Payne North of Iowa; children Molly and Charlie Millea; parents, Randy North, Judy and Bruce Payne of Loomis, CA; brothers, Eric North and Russell North of California, and Alex Liverano of New Bern; and sisters Dawn Currie and Nicohl Bogan of California.
A memorial service will be held at 2:00 pm Saturday, April 27, 2013 at Cotten Funeral Home Chapel. The family will receive friends following the service.
