The Issue
To the Honorable Members of the Lowell Town Council,
We, the residents and property owners of Kingston Ridge subdivision in Lowell, Indiana, urgently request the Council to consider passing an ordinance or resolution that allows the use of golf carts within the confines of our neighborhood. Our community values the sense of camaraderie and convenience that golf carts provide. They are not only a sustainable mode of transportation but also enhance our community's safety by reducing the need for larger, more cumbersome vehicles in our local streets.
The general prohibition on golf cart operations currently enforced in Lowell presents specific challenges for our subdivision. Kingston Ridge is a tight-knit community, where many of our residents, including the elderly and families with young children, rely on golf carts as a safe, efficient, and eco-friendly means of transportation within the neighborhood.
Moreover, allowing golf carts will decrease traffic congestion and limit carbon emissions, aligning with larger environmental goals advocated by both state and local governments. It is important to note that neighboring communities similar in size and scope to ours have successfully implemented such exemptions without any negative repercussions.
We propose measurable and verifiable solutions to ensure the safe operation of golf carts. This includes, but is not limited to, mandatory golf cart safety inspections, driver safety courses, clear demarcation of golf cart paths, and speed limitations with appropriate signage to maintain a safe environment for all.
We seek not to overturn the town’s general ban but rather request a specific exemption tailored to our unique community needs and characteristics. We believe that with stringent rules and cooperation with the Town Council, Kingston Ridge can serve as a model for how residential communities can efficiently and safely incorporate alternative modes of transport.
