What is the HomeBuilder Grant?

HomeBuilder is a time-limited grant scheme, created by the Federal Government to help the residential construction market bounce back from the economic downturn caused by the Coronavirus pandemic. Currently, the grant only applies to renovation works on the main dwelling exceeding $150,000; and specifically excludes ‘stand-alone granny flats’ (secondary dwellings).

Following the Prime Minister’s announcement granny flat builders throughout New South Wales have been inundated with phone calls and emails from home owners wanting to know whether the grant will extend to the construction of detached granny flats. Unfortunately, this point was only recently clarified when the treasury website updated the HomeBuilder factsheets stating that ‘stand-alone granny flats’ will be ineligible for the grant.

Many home owners who were seeking to benefit from this grant by constructing a separate granny flat (to house parents, children and other family members) felt as though they were let down by the Federal Government. They also became particularly frustrated that the updated conditions of the grant made attached granny flats eligible, but excluded ‘stand-alone granny flats’.

In its current form, the HomeBuilder grant fails to achieve the intended purpose for which it was created. The construction of secondary dwellings fuels the residental construction industry, whilst also providing owner-occupiers a new, livable dwelling, adding value and use to their property. As such, secondary dwellings (attached and detached) should qualify as eligible criteria for improving the 'livability' of an existing property under this scheme.

An association of granny flat builders are taking the initiative to lobby the Australian Federal Government to include secondary dwellings in the HomeBuilder scheme. Our intention is to advocate on your behalf by presenting this petition to the Morrison Government, in hopes that a wider scope of people will benefit from accessing the scheme.

Why Granny Flats should benefit from the $25,000 HomeBuilder grant:

  • Granny Flat builders are a major employer of construction-related consultants and trades
  • They account for 7% of all homes built in New South Wales
  • Granny Flats are an affordable housing option, allowing first-home buyers the opportunity to build and own their own house, where they cannot afford to purchase property
  • Helps keep families close, while allowing both main and secondary dwelling inhabitants their own privacy and independent living
  • The generation of council contribution fees and long service levies provide funding to local councils, that will be re-allocated to local facilities for the betterment of the community
