Subject: Representation against Discriminatory Denial of Salary Revision for BTM,ATM and Arbitrary Increment Reduction under ATMA Scheme- Violation of Constitutional Rights.
Respected Sir,
We, the undersigned, on behalf of the ATMA Staff Association, submit this formal representation to bring to your urgent attention the longstanding and unresolved issue of discriminatory treatment in salary revision of Block Technology Managers (BTM), Assistant Technology Managers (ATM) and increment reduction affecting under the ATMA (Agricultural Technology Management Agency) scheme.
Key Grievances:
- No Salary Revision Since 2018:
BTM and ATM cadres have not received any salary revision since 2018, unlike other categories under the ATMA scheme. - Unjust Increment Reduction:
The annual increment structure has been arbitrarily downgraded from a 10% compounding increment to a non-compounding upto 5% increment. - Discrimination Among Equals:
Other ATMA functionaries have received regular financial upgradations, making this selective denial discriminatory and violative of Article 14 and Article 16 of the Constitution. - Constitutional and Legal Violations:
• Article 14 – Right to Equality
• Article 16 – Equality of Opportunity in Public Employment
• Article 21 – Right to Livelihood and Dignity - Our Demands:
1. Immediate implementation of a salary revision for BTM and ATM.
2. Restoration of the 10% compounding increment system.
3. Clear and uniform salary and service guidelines for all ATMA staff.
4. Consideration for permanent status or service regularization of all ATMA staff by transforming ATMA into a BOARD under the Central Government.
We urge your good offices to treat this matter with the seriousness it deserves. Failure to address this unjust treatment may compel the affected staff to seek legal redressal through appropriate judicial forums, including writ proceedings under Article 226 of the Constitution.
