stop enforcing data plans on smart phones which are not subsidized by you

The Issue

AT&T (and most major wireless carriers) currently automatically enforces a 20$/month data plan on any phone they recognize as a smart phone irrespective of whether it has been subsidized by them or not. They claim that smarphone users use too much data and their plans help them avoid shocking charges to their bills. But there are many customers like me who do not need any data at all on their smartphones (It is possible to make use of most of the features of a smartphone with a wifi connection) and want a data block on them. ATT refuses to do this when a customer uses a smartphone and forces them to pay 20$ a month. They should not dictate what servives customers need irrespective of what device they use.
