Asking the Carson City Board of Supervisors to DELAY APPROVING THE MASTER PLAN
The Issue
The current proposed Master Plan will not support our current small town atmosphere and sense of community.
We need to show support for delaying the Board of Supervisors from approving the Master Plan at their May 1, 2025 meeting.
This petition will be presented to the Board April 30, 2025.

This petition is asking the Carson City Board of Supervisors to delay approving the Master Plan at their May 1, 2025 meeting.
We also ask Carson City’s Community Development Director Hope Sullivan to host a City Hall meeting at a time when most people can attend—either on a Saturday or in the evening—to explain how they decide whose input to use in revising the Plan.
If Ms. Sullivan used the resident input, what percentage of residents provided the input that was used? If Ms. Sullivan did not use any resident input, what percentage of residents provided the input that was not used? In short, Ms. Sullivan should discuss the data she accumulated and the data she utilized for Master Plan revisions in a public hearing, and do a Q&A.
Background and comments:
On January 31, 2024, a joint Planning Commission and Board of Supervisors meeting discussed “For Possible Action: Discussion and possible action regarding the Master Plan Update Assessment.” I attended the meeting and learned that no retired seniors were included in the focus group, even though they represent over 20% of the population. The focus group provided input on what they wanted to see in the Master Plan. Ms. Sullivan met with multiple stakeholder groups selected by her for their input on Master Plan revisions.
Later, the City did reach out to the community to learn what is important to them. During these listening sessions they asked residents, “What is your favorite thing about Carson City?" and the NUMBER ONE RESPONSE listed was, “SMALL-TOWN ATMOSPHERE / SENSE OF COMMUNITY.” They also wanted other things, including housing options ranging from tiny homes to large-lot, single-family residential homes.
Many of us were bewildered to see the final Master Plan ignore the fact that residents value a “small-town atmosphere/sense of community”. We were also surprised to see that most land designations would allow a variety of land uses. You could live in a quiet single-family residential neighborhood and all of a sudden learn there are plans to build multi-family apartments, a drug rehab center, a car wash, etc. next door, depending on the consolidation of land use. See land-use categories in Chapter 10 of the Revised Master Plan.
We would like the City to explain how they decided whose input to include, and whose to ignore while updating the Master Plan. Currently, it seems to focus on building multi-family, high-density buildings for maximum growth. Why isn’t “full build-out” included? It should be the basis of the Master Plan (policy document) and related land-use laws to implement the Master Plan.

The City held 12 listening sessions between November 2023 and May 2024. One of the sessions was with the Nevada Builders Alliance, and another was with the Sierra Nevada Realtors. Therefore, the building industry was well represented. In April and May 2024, the city also held in-person and virtual meetings. One was a Land Development Roundtable event, which included 23 builders and developers.
