Dear Honorable Governor Kathy Hochul,
We are current and former home attendants of Chinese-American Planning Council (CPC), representing hundreds of homecare workers, mostly senior and immigrant women of color. We suffered many years of the inhumane 24-hour workdays from CPC, under the leadership of Jenny Low (former board director of CPC and now Director of Constituency Team of your office).
We sent an email to your invitation office on Friday but have not received any response from you. The suffering from years past and years ahead have to be addressed right now, at this moment.
We constantly hear and read from the news that your administration takes a whole new approach to the minority communities. This is the moment you need to answer us.
The 24-hour workday destroyed our physical and mental health and family relations. It’s violence against us Asian women. Yet when we complained to CPC, we were threatened and harassed. Some of our sisters and brothers have already passed away after years of suffering from this violence. Jenny Low, former CPC board president, stepped down in 2018 because of our fight and the scandals.
We are disappointed and terrified that you made Jenny Low your highest ranked Asian official. A perpetrator of anti-Asian violence should not represent the Asian community! Our community has spoken out: this past Democratic primary election on June 27, all the candidates backed by Jenny Low and her club UDO were soundly defeated.
But our grievances are continuously being ignored. We have submitted over a thousand cases to the State Department of Labor, detailing the fact that we couldn’t sleep continuously for 5 hours during the 24-hour workdays and therefore should be paid for all 24 hours according to the law. Now the DOL is delaying or even trying to throw out our cases without explanation.
Is it because Jenny Low, who wants to maintain 24-hour workdays and acts on the Governor's behalf without your approval, suppresses our cases?
Home care workers have been fighting for years to eliminate 24-hour shifts in New York City, impacting a workforce of nearly 130,000.
We are asking you to meet with us as soon as possible to address this serious matter, let us know what your take is on 24-hour workdays and listen to the real voice of the people. We are open to meet anytime, at your best convenience.
Look forward to hearing from you. Thank you very much.
Sincerely,
Lai Yee Chan, Mei Kum Chu, Gui Zhu Chen, Zhao E Jiang, Gui Zhu Chen, Hui Ling Chen, more and more
