Ask the City of Bedford, TX to Support Humane Pet Shop Legislation

The Issue

The City of Bedford has allowed a puppy store called Pettito to apply for a Certificate of Occupancy at 2112 Harwood Road, just across the street from Petco and Kroger. Regardless of Pettito's claims that their dogs are not from puppy mills, the City of Bedford will now be directly contributing to the pet overpopulation problem within the DFW Metroplex. The shelters in Dallas and Fort Worth shelters are taking in dozens of dogs everyday and euthanizing for space multiple times a week. Dallas Animal Services has even recently been at over 200% capacity. Supporting this business encourages others to purchase an unaltered dog, shipped in from out of state, when we have plenty of dogs in need of homes within the Metroplex. Dallas, Fort Worth, Euless, Austin, Houston, and many more Texas cities have humane pet shop ordinances, but Bedford is unable to pass one due to a recent legislative bill, HS 2127.  This bill prohibits local governments from adopting ordinances, orders, or rules that go beyond what is already expressly authorized in state law and specifically prohibits any ordinances surrounding pet stores

A humane pet store ordinance requires pet stores that sell dogs and cats to acquire those animals from shelters and rescues. Since there is nothing the city can do within the law to prevent this store from opening, we CAN ask the city to put what is known as the Humane Pet Store Bill to the city's legislative agenda for 2025. This state bill would require that only healthy animals sourced from shelters and rescues be sold in retail pet stores.
