Ask President Trump to Stop Genocide Against Banyamulenge

The Issue

We, the undersigned, respectfully call on President Donald J. Trump to take immediate and decisive action to stop genocide against innocent Banyamulenge civilians in Minembwe, located in the Eastern Democratic Republic of the Congo (DRC).

Credible reports and supporting evidence indicate that Banyamulenge civilians are being subjected to widespread and systematic attacks, including the use of armed drones, destruction of homes, indiscriminate killings, and deliberate devastation of crops and livestock. These atrocities are being committed by a coalition of DRC forces (FARDC), Burundian forces (FNDB), the Democratic Forces for the Liberation of Rwanda (FDLR), Wazalendo militia, and mercenaries. These acts constitute serious violations of international humanitarian law and are war crimes, crimes against humanity, and acts prohibited under the Convention on the Prevention and Punishment of the Crime of Genocide.

We also call upon the international community to fulfill its obligations under the Responsibility to Protect (R2P) adopted by the UN General assembly in 2005. Where the DRC government is unwilling to protect innocent Banyamulenge civilians in Minembwe from these attacks and killings, the international community has the obligation to take timely and decisive action in accordance with the principles of the United Nations Charter. The ongoing ethnic cleansing and other crimes against humanity in Minembwe underscore a failure of protection by DRC government that demands urgent action from the international community.

We therefore urge the United States Government and the International community to:

  • Publicly call for immediate cessation of all drone attacks against Banyamulenge civilians in Minembwe and surrounding areas.
  • The blockade must be lifted immediately to allow urgent humanitarian access to Minembwe and prevent further civilian suffering and loss of life. 
  • Engage directly with President Félix Tshisekedi and President Évariste Ndayishimiye to ensure compliance with international legal obligations to stop killing innocent Banyamulenge civilians.
  • The international community must unequivocally condemn the hate speech directed at Congolese Tutsi communities and exert pressure on the DRC government to ensure that those responsible are held accountable.
  •  Consider targeted sanctions against individuals and entities responsible for organizing, enabling, or carrying out these attacks, consistent with U.S. law, including the Global Magnitsky Human Rights Accountability Act.
  •  Promote accountability and justice mechanisms to deter further atrocities and uphold the rule of law in DRC.

The deliberate targeting of civilians, destruction of essential resources, and patterns of coordinated violence are widely recognized as early warning indicators of mass atrocity crimes, including genocide.Failure to act risks further escalation and irreversible human loss.

The United States has both a moral and legal responsibility to act in preventing such crimes. Silence or inaction in the face of credible allegations undermines international norms and the global commitment to “Never Again.”

We urge swift and concrete action to protect innocent Banyamulenge civilians, uphold international law and prevent further atrocities in Minembwe.
