Ask Manitoba Government to require One Health analysis for intensive livestock operations
The Issue
“One Health is an integrated, unifying approach that aims to sustainably balance and optimize the health of people, animals and ecosystems. It recognizes that the health of humans, domestic and wild animals, plants, and the wider environment (including ecosystems) are closely linked and interdependent.” - World Health Organization
The conditions in which animals are housed in intensive livestock operations are characterized by insufficient animal welfare conditions. Across all species, the welfare challenges remain consistent: restricted movement, the inability to express natural behaviours, and long‑term impacts on physical and psychological well-being.
Intensive livestock operations also contribute to avoidable risks to environmental and human health, including air, water, and soil pollution, as well as increased risk of illness and disease from antibiotic-resistant bacteria.

Municipal councils/planning districts have responsibility for approving intensive livestock operations and the conditions under which they operate. These municipal councils/planning districts are governed by the Planning Act, which sets out factors that need to be considered when decisions are made. We are asking the Government of Manitoba to amend its Planning Act to require municipal councils/planning districts to:
(i) undertake a One Health analysis when evaluating applications for approval of intensive livestock operations
(ii) include the One Health analysis in its formal written reasons for decision
