The Issue

Real, lasting, strategic government reform should not be entrusted to a temporary "special government employee" or a politically motivated group of newcomers. It has to be driven by nonpartisan, common sense principles that everyone can agree on.

The federal government spends trillions of dollars each year, yet too often fails to deliver results people can see or feel. DOGE treated government like a startup to be disrupted, rather than a complex operating system bound by law, incentives, culture, and accountability structures. You don’t fix that with bravado, by inserting a cadre of engineers, or by chasing “quick wins.” You fix it by understanding how power, process, and delivery actually work, and then changing the rules of the game to make it winnable.

We the Doers is a citizen-led effort to fix that, created by former civil servants who have the necessary insight about why the federal government is broken and how to fix it. We have identified the root causes of government dysfunction. They are structural, and can't be solved simply through budget cuts or workforce reform.

The Problem

Today’s federal government:

  1. Has no clear bottom line for what success looks like, so it measures activity instead of outcomes that matter to people
  2. Lacks a real feedback loop between Congress and the civil servants who must implement the law
  3. Is unable to plan for long-term results because of short-term budget processes
  4. Operates under hiring, procurement, and technology rules that actively block delivery

What We’re Calling For

By signing this petition, you are calling on Congress and federal agency leaders to:

  1. Define and publish citizen-centered outcome metrics as the primary measure of government success
  2. Replace performative oversight with a real feedback loop between Congress and civil servants before laws are passed
  3. Reimagine the budget process to allow for smart investment
  4. Reform hiring, procurement, and technology rules so agencies can deliver results
