The Issue

Navigating the educational path for our children is a deeply personal journey, one that affects not only their academic growth but also their social and emotional well-being. As a parent in the Crystal Lake School District 47, I am profoundly concerned about the proposed boundary changes for our elementary schools. The district's current plans offer only two options: Grade Level Centers and a Language Academy, both of which present tangible drawbacks that could negatively impact our children and community.

Grade Level Centers would lead to the splitting of families across too many different schools. This fragmentation creates overwhelming consequences for families - too many ParentSquare messages, different times for drop off and pick up,  no consistency for volunteering,  and worst of all, it fails to address the existing overcrowding issues on the north side of Crystal Lake. Moreover, implementing Grade Level Centers would result in unwanted shuffling of staff and increase transitions for students, who would have to adapt to new environments more than necessary.

The Language Academy, on the other hand, poses the risk of dividing our community based on home language, inadvertently leading us down a path of segregation. Such a structure would weaken the dual language program, impose a size cap, and create a logistical nightmare with busing. Additionally, it removes the concept of neighborhood schools, discouraging families from registering as they lose a sense of local belonging.  Finally, it uproots staff from their current chosen schools and risks their departure from the district.  

I believe there is a more inclusive, unifying solution waiting to be discovered — one that preserves family cohesion, optimizes resource allocation, and respects the diverse linguistic backgrounds of our community without creating barriers. Therefore, I urge Crystal Lake School District 47 to explore and consider a third option for boundary changes that truly meets the needs of all our students and families.

This new option could involve a flexible redistricting plan, which takes into account both the geographical realities and the social fabric of our community, while also prioritizing resource efficiency and educational equity.

Our children deserve a nurturing educational environment that considers their best interests and keeps our community whole. Join me in calling on the district to thoughtfully evaluate all possible angles and engage with community voices before making a decision that will impact our educational landscape for years to come.

UPDATE as of 8/30/2026:

The petition was presented to the Board of Education during the public comment portion of the meeting on August 17th.  At the meeting, the two Board of Education members who sit on the Boundary Committee and Dr. Hinz made it clear that the committee is NOT considering a third option and would like the Board of Education to vote on one of the two options.  This vote is scheduled to happen in November.

We are asking the Board to:

  • Vote NO to both options presented.  (This is absolutely an option that the Board can do.  They are not required to vote for either option.  We do not need to rush to make a decision between two poor proposals that will have lasting negative effects on our community.)
  • Engage the community further in discussions.

We are asking you, as the community, to continue to:

  • Share the petition - talk to your neighbors, friends, people you see at pick up.   This impacts EVERYONE, not just families in specific schools or in specific programs.
  • Write your opinions on the Boundary Update website for D47:  https://www.d47.org/about-us/district-47-boundaries
  • Attend the next School Board meeting on September 21st at 7 pm (if you want to speak, arrive early and sign up) and wear white in solidarity.
  • Engage the community - we want the District 47 Board of Education to VOTE NO on both options and engage the community!

Thank you for your continued advocacy work, we now have over 1,000 people who have signed this petition!

 This afternoon, the district sent out a survey asking for feedback about the 2 boundary options that the committee is proposing - the Grade Level Centers and Multilingual Language Academy.

There are many concerns that we have with this survey that I will list below, but the largest of them being that there is a question that forces you to choose between one of their two options and does not allow for you to answer either "none" or "I prefer a boundary redraw" or "I don't think any of these options work and want to consider a third option".  Instead, the district asks you to choose one of their options.  

 In public school governance, voters have a democratic right to express satisfaction with the status quo or to reject poorly constructed overhauls. By eliminating a "Neither" or "Keep Current Model" choice, the survey forces a false mandate.  If 90% of Crystal Lake residents hate both ideas, the final pie chart will still magically show that "100% of parents chose either Option 1 or Option 2." The district cannot legally or ethically claim community "preference" when the community was denied the right to say "No."

This survey also lacked "inform consent".    If the survey did not explicitly lay out the exact transportation impacts, cost differentials, and demographic shifts for both options side-by-side, it violates the principle of informed response. Respondents are guessing at the implications, meaning the survey is measuring reaction to vague concepts, not viable administrative policies.

We are inviting you to fill out the survey as completely as possible with all of your comments - there are spaces for comments in each section of questions.  In the end, there is a space for you to write a comment to the Board of Education - we are asking that you keep this message similar to our messaging here:  Please ask the Board of Education to VOTE NO on both proposals.

Please make sure to come to the next Board of Ed meeting on Monday, Sept 21st at 7 pm.  If you'd like to speak to the Board, arrive at 6:45 pm to sign up.  (300 Commerce Drive, Crystal Lake).  Please bring a friend!  Can you imagine what it would be like if even 1/4 of us show up?!  (that's over 250 people!)

Concerns about the Boundary Survey sent on 9/14/2026:

When surveys are created, best research practices demand very careful wording, sequencing of questions, answer-choice structure, and other details of the survey's framework to make the survey is as balanced as possible to not sway results one way or another simply by the structure or word choices of the survey.

We have reason to believe that the current version of the survey runs against best practices for a balanced survey results and fails to be neutral.

Here are some of the concerns:

The survey begins by describing the two recommendations that the district wants and why the third option of a boundary redraw is not being considered.  Best practice suggests that by including this "framing text" of the survey, the district is already priming the answers.  The intro then discusses an "awareness" checklist of information.  This information is being presented as a settled fact when there are many people who actually disagree and instead see this information as stated opinions.   By listing this "awareness checklist" as facts,  respondents don't have a chance to interpret their own information or provide their opinion.

2.  The survey uses different language when talking about the two options.  For the Grade Level Center, the district survey uses conditional language when talking about benefits (e.g. "could," "potentially" "provides more opportunities") whereas when they talk about the benefits for the Multilingual Academy, they use definitive language to describe benefits (e.g. "eliminating isolated staff," "ensuring teachers can collaborate") -- research shows that swapping conditional words to definitive or stronger words can shift responses as much as 20 percentage points.  There is unequal treatment of these two options in the survey.

3.  There is a discrepancy in response structure for benefits versus concerns.  Respondents can select EVERY advantage that applies to the Multilingual Academy and yet CAPS the number of concerns at THREE choices.  By leaving the advantage question uncapped and the concerns question capped, the Multilingual Academy will appear more advantage-heavy and less concern-heavy by default of the structure of the question.

4.  The question about "what would help the transition go smoothly" question offers five concrete options for the Grade Level Centers and only TWO options for the Multilingual Academy. 

5.  Nothing in the Multilingual Academy concerns list allows respondents to flag that consolidating the Dual Language program would concentrate the district's Hispanic/Latinx population heavily into one building - the concern this survey's OWN research has quantified.  Missing this option will show up in a comment section which will almost certainly carry FAR less weight in the district's summary of the results than a checked box would.

 6.  Directly before the final preference question, the survey acknowledges that many of us request a 3rd option, a boundary redraw.  Then the survey spends a paragraph explaining why that was rejected.  The final question only offers the Grade Level or Language Academy.  This is a pattern flagged in survey research as problematic -- "question order effect" -- in other words, there is one-sided information placed immediately before the question that it is meant to influence and becomes a forced-choice problem.  Respondents like us, who prefer the 3rd option have NO way to register our preference.  This is the question that will most likely be used to report "what the community chose" and OUR CHOICE isn't present.

   What we would like:

We would like to know whether the district applied any outside survey-design review before release of this survey?

AND, we would like to know whether the district would be willing to re-run the survey with the following changes:

In the final question of the survey, we would like a "boundary redraw" presented as a selectable choice in the final question of the survey, not just something argued against in the text.  


We would like the final question of the survey to include a choice of "I would like the Board of Ed to vote NO on both the Grade Level centers  and the Multilingual Academy"


We would like to remove the cap on the concerns for the Multilingual Language Academy question


We would like the "level of advantage" question to have matching language - either both conditional or both confident.
We would like to add a specific answer to the options of listed concerns about the Language Academy to be:  "Demographic Concentration of Hispanic/Latinx students"


We would like the transition smoothing questions to have the same number of concrete options for both


We would like the opening "awareness" checklist to be rephrased as either an "agree / disagree" or event an "importance rating" question rather than presented contested claims as settled information.

El problema

Recorrer el camino educativo de nuestros hijos es una experiencia profundamente personal que afecta no solo a su desarrollo académico, sino también a su bienestar social y emocional. Como padre de familia del Distrito Escolar 47 de Crystal Lake, me preocupa enormemente la propuesta de modificar los límites de asistencia de nuestras escuelas primarias. Los planes actuales del distrito ofrecen únicamente dos opciones: centros organizados por nivel de grado (*Grade Level Centers*) y una academia de idiomas (*Language Academy*); ambas presentan inconvenientes tangibles que podrían repercutir negativamente en nuestros hijos y en la comunidad.

La implementación de centros por nivel de grado provocaría que las familias tuvieran que repartirse entre demasiadas escuelas distintas. Esta fragmentación conlleva consecuencias abrumadoras para las familias: un exceso de mensajes a través de ParentSquare, horarios dispares de entrada y salida, falta de continuidad para el voluntariado y, lo que es peor, no resuelve los problemas de hacinamiento existentes en la zona norte de Crystal Lake. Además, este modelo conlleva un traslado indeseado del personal y aumentaría el número de transiciones para los alumnos, obligándolos a adaptarse a nuevos entornos más de lo necesario.

Por otro lado, la academia de idiomas conlleva el riesgo de dividir a nuestra comunidad en función del idioma que se habla en casa, conduciéndonos involuntariamente hacia la segregación. Una estructura de este tipo debilitaría el programa de educación bilingüe, impondría límites de capacidad y generaría un caos logístico en el transporte escolar. Asimismo, elimina el concepto de escuela de barrio, lo que desincentiva la inscripción de familias al perderse el sentido de pertenencia local. Por último, desarraiga al personal de las escuelas que eligieron inicialmente y aumenta el riesgo de que abandonen el distrito.

Creo que existe una solución más inclusiva y capaz de unir a la comunidad, una que aún está por descubrirse: una alternativa que preserve la cohesión familiar, optimice la asignación de recursos y respete la diversidad lingüística de nuestra comunidad sin crear barreras. Por ello, instó al Distrito Escolar 47 de Crystal Lake a explorar y considerar una tercera opción para la modificación de los límites escolares que satisfaga verdaderamente las necesidades de todos nuestros alumnos y sus familias.

Esta nueva opción podría consistir en un plan flexible de redistribución de zonas escolares que tenga en cuenta tanto las realidades geográficas como el tejido social de nuestra comunidad, priorizando al mismo tiempo la eficiencia de los recursos y la equidad educativa.

Nuestros hijos merecen un entorno educativo acogedor que vele por su bienestar y mantenga unida a nuestra comunidad. Acompáñeme a instar al distrito a evaluar detenidamente todas las posibilidades y a escuchar las opiniones de la comunidad antes de tomar una decisión que marcará nuestro panorama educativo durante los próximos años.

Actualización al 30/08/2026

La petición se presentó ante la Junta de Educación durante el segmento de comentarios públicos de la reunión del 17 de agosto. En dicha reunión, los dos miembros de la Junta que forman parte del Comité de Límites (Boundary Committee) y Dr. Hinz aclararon que el comité NO está considerando una tercera opción y que desean que la Junta vote por una de las dos opciones existentes. Esta votación está programada para noviembre.

Solicitamos a la Junta que:

  • Vote NO a ambas opciones presentadas. (Esta es una opción totalmente válida para la Junta; no están obligados a votar por ninguna de las dos propuestas. No es necesario apresurarse a decidir entre dos propuestas deficientes que tendrán efectos negativos duraderos en nuestra comunidad).
  • Involucren más a la comunidad en las deliberaciones.

Les pedimos a ustedes, como comunidad, que continúen:

  • Difundiendo la petición: hablen con sus vecinos, amigos y con las personas con las que coincidan a la hora de recoger a los alumnos. Este asunto nos afecta a TODOS, no solo a las familias de escuelas o programas específicos.

Esta tarde, el distrito envió una encuesta para solicitar opiniones sobre las dos opciones de redistribución de zonas escolares que propone el comité: los centros por nivel de grado (*Grade Level Centers*) y la academia de idiomas multilingües (*Multilingual Language Academy*).

Tenemos varias inquietudes respecto a esta encuesta, las cuales detallo a continuación; sin embargo, la principal es que existe una pregunta que obliga a elegir una de las dos opciones propuestas, sin permitir respuestas como "ninguna de las anteriores", "prefiero una nueva redistribución de zonas" o "no creo que ninguna de estas opciones funcione y deseo considerar una tercera alternativa". En su lugar, el distrito exige elegir una de sus opciones.

Les invitamos a completar la encuesta de la manera más exhaustiva posible e incluir todos sus comentarios; hay espacios destinados a ello en cada sección de preguntas. Al final, encontrarán un espacio para escribir un mensaje dirigido a la Junta de Educación. Les pedimos que dicho mensaje siga la línea de nuestra postura actual: soliciten a la Junta de Educación que vote en contra (*VOTE NO*) de ambas propuestas.

Por favor, asegúrense de asistir a la próxima reunión de la Junta de Educación el lunes 21 de septiembre a las 7:00 p. m. Inquietudes sobre la encuesta de redistribución de zonas enviada el 14/09/2026:

Al elaborar encuestas, las mejores prácticas de investigación exigen una redacción, una secuencia de preguntas y una estructura de opciones de respuesta muy cuidadosas, así como una atención minuciosa a otros detalles del diseño. El objetivo es garantizar que la encuesta sea lo más equilibrada posible y evitar que los resultados se vean influidos en una dirección u otra simplemente por la estructura o la elección de palabras empleadas. Tenemos motivos para creer que la versión actual de la encuesta contraviene las mejores prácticas para obtener resultados equilibrados y carece de neutralidad.

A continuación, se exponen algunas de las inquietudes:

1.La encuesta comienza describiendo las dos recomendaciones que el distrito desea implementar y explicando por qué no se está considerando la tercera opción: rediseñar los límites escolares. Las mejores prácticas sugieren que, al incluir este texto introductorio que condiciona el enfoque, el distrito ya está predisponiendo las respuestas. La introducción presenta luego una lista de verificación de información destinada a crear "conciencia" sobre el tema. Esta información se expone como un hecho establecido, cuando en realidad muchas personas discrepan y la consideran simplemente una opinión. Al presentar esta lista como hechos consumados, se impide que los encuestados interpreten la información por sí mismos o expresen su propia opinión.

2. La encuesta emplea un lenguaje distinto al referirse a ambas opciones. Para la opción de Centros por Nivel de Grado (*Grade Level Center*), el distrito utiliza un lenguaje condicional al hablar de los beneficios (por ejemplo: "podría", "potencialmente", "ofrece más oportunidades"); en cambio, al hablar de los beneficios de la Academia Multilingüe (*Multilingual Academy*), utiliza un lenguaje categórico (por ejemplo: "eliminar el aislamiento del personal", "garantizar la colaboración entre docentes"). Las investigaciones demuestran que sustituir términos condicionales por otros categóricos o más contundentes puede alterar las respuestas hasta en 20 puntos porcentuales. Existe un trato desigual entre ambas opciones dentro de la encuesta.

3. Existe una discrepancia en la estructura de respuesta entre los beneficios y las inquietudes. Los encuestados pueden seleccionar *todas* las ventajas aplicables a la Academia Multilingüe, mientras que el número de inquietudes está limitado a *tres* opciones. Al no limitar las ventajas pero sí restringir las inquietudes, la Academia Multilingüe parecerá tener más ventajas y menos inconvenientes simplemente debido a la estructura de las preguntas.

4. La pregunta sobre "qué ayudaría a que la transición se desarrolle sin problemas" ofrece cinco opciones concretas para los Centros por Nivel de Grado y solo *dos* opciones para la Academia Multilingüe.

5. Ninguna de las opciones en la lista de inquietudes sobre la Academia Multilingüe permite a los encuestados señalar que la consolidación del programa de Lenguaje Dual concentraría en gran medida a la población hispana/latinx del distrito en un solo edificio; una preocupación que la propia investigación de esta encuesta ha cuantificado. La ausencia de esta opción implica que la preferencia solo podrá expresarse en una sección de comentarios, la cual casi con toda seguridad tendrá MUCHO menos peso en el resumen de resultados del distrito que una casilla marcada.

6. Justo antes de la pregunta final sobre preferencias, la encuesta reconoce que muchos de nosotros solicitamos una tercera opción: la redefinición de los límites escolares. A continuación, dedica un párrafo a explicar por qué se descartó dicha opción. La pregunta final solo ofrece las alternativas de "Academia por Nivel de Grado" o "Academia de Idiomas". Este es un patrón identificado como problemático en la investigación mediante encuestas —conocido como "efecto del orden de las preguntas"—; en otras palabras, se presenta información sesgada justo antes de la pregunta que se pretende influir, creando un dilema de elección forzada. Los encuestados que, como nosotros, preferimos la tercera opción, NO tenemos manera de registrar nuestra preferencia. Esta es la pregunta que probablemente se utilizará para informar sobre "lo que eligió la comunidad", y NUESTRA ELECCIÓN no está representada.

Lo que solicitamos:

Nos gustaría saber si el distrito sometió el diseño de la encuesta a una revisión externa antes de su publicación.

Y también, nos gustaría saber si el distrito estaría dispuesto a realizar la encuesta nuevamente incorporando los siguientes cambios:

En la pregunta final de la encuesta, solicitamos que la "redefinición de límites" se presente como una opción seleccionable, y no simplemente como una propuesta refutada en el texto.

Solicitamos que la pregunta final incluya la opción: "Me gustaría que la Junta de Educación vote en contra (NO) tanto de la Academia por Nivel de Grado como de la Academia Multilingüe".
Solicitamos eliminar el límite en el número de preocupaciones que se pueden señalar respecto a la pregunta sobre la Academia de Idiomas Multilingüe.
Solicitamos que la pregunta sobre el "nivel de ventaja" utilice un lenguaje coherente en ambas opciones: ya sea ambas en condicional o ambas en términos de certeza.
Solicitamos añadir una respuesta específica a la lista de preocupaciones sobre la Academia de Idiomas: "Concentración demográfica de estudiantes hispanos/latinx".
Solicitamos que las preguntas sobre la facilitación de la transición ofrezcan el mismo número de opciones concretas para ambas alternativas.
Solicitamos reformular la lista de verificación inicial sobre el "nivel de conocimiento" (o familiaridad con el tema), planteándola como una pregunta de "acuerdo/desacuerdo" o incluso de "valoración de importancia", en lugar de presentar afirmaciones controvertidas como hechos establecidos.
