Whereas, Article VI of the Constitution of the United States of America, titled 'Debts, Supremacy, Oaths', states as follows: "The Senators and Representatives before mentioned, and the Members of the several State Legislatures, and all executive and judicial Officers, both of the United States and of the several States, shall be bound by Oath or Affirmation, to support this Constitution";

Whereas, Richard Michael DeWine swore the following oath of office before assuming the role of Governor of the State of Ohio on January 14, 2019: "I, Richard Michael DeWine, do solumnly swear, that I shall faithfully and honestly discharge the duties of the office of governor of Ohio, and shall support, protect and defend, the Constitution of the United States of America, and the Constitution of the State of Ohio, so help me God";

Whereas, Richard Michael DeWine is currently actively serving his first term as the Governor of the State of Ohio;

Whereas, the Director of the Ohio Department of Health reports to the Governor, and serves as a member of the Executive Branch of Ohio's government;

Whereas, during Richard Michael DeWine's current term as Governor of the State of Ohio, Amy Acton, acting as Director of the Ohio Department of Health, issued the following orders: 'Order to Limit and/or Prohibit Mass Gatherings in the State of Ohio'; 'Order Limiting the Sale of Food and Beverages, Liquor, Beer and Wine to Carry-out and Delivery Only'; 'Amended Order to Limit and/or Prohibit Mass Gatherings and the Closure of Venues in the State of Ohio'; 'Director's Order that All Persons Stay at Home Unless Engaged in Essential Work or Activity'; 'Amended Director's Order that All Persons Stay at Home Unless Engaged in Essential Work or Activity'; 'Director's Order that Reopens Businesses, with Exceptions, and Continues a Stay Healthy and Safe at Home Order'; 'Director's Amended Order that Reopens Restaurants, Bars, Banquet and Catering Facilities and Services to Dine-in Service, with Exceptions';

Whereas, during Richard Michael DeWine's current term as Governor of the State of Ohio, Lance D. Himes, acting as Director of the Ohio Department of Health, issued the following orders: 'Director's Amended Order Limiting County Fairs to Junior Fair Activities and Animal Exhibitions, with Exceptions'; 'Director's Order for Facial Coverings throughout the State of Ohio';  'Director's Order that Reopens County Fairs and Animal Exhibitions, with Exceptions'; 'Director's Order for Retail and Business Compliance for Facial Coverings throughout the State of Ohio';

Whereas, during Richard Michael DeWine's current term as Governor of the State of Ohio, Stephanie McCloud, acting as Director of the Ohio Department of Health, has issued the following orders: 'Director's Twenty-One Day Order that All Persons Stay at Home During Specified Hours Unless Engaged in Work or Essential Activity'; 'Director's Amended Order that All Persons Stay at Home During Specified Hours Unless Engaged in Work or Essential Activity'; 'Director's Second Amended Order that All Persons Stay at Home During Specified Hours Unless Engaged in Work or Essential Activity'; 'Director's Third Amended Order that All Persons Stay at Home During Specified Hours Unless Engaged in Work or Essential Activity'; 'Director's Fourth Amended Order that All Persons Stay at Home During Specified Hours Unless Engaged in Work or Essential Activity';

 

Whereas, Article I, S1, of the Constitution of the State of Ohio, titled 'Inalienable rights', states as follows: "All men are, by nature, free and independent, and have certain inalienable rights, among which are those of enjoying and defending life and liberty, acquiring and possessing, and protecting property, and seeking and obtaining happiness and safety";

Whereas, Article I, S2, of the Constitution of the State of Ohio, titled 'Right to alter, reform, or abolish government, and repeal special privileges', states as follows: "All political power is inherent in the people. Government is instituted for their equal protection and benefit, and they have the right to alter, reform, or abolish the same, whenever they may deem it necessary";

Whereas, Article I, S20 of the Constitution of the State of Ohio, titled 'Powers reserved to the people', states as follows: "This enumeration of rights shall not be construed to impair or deny others retained by the people; and all powers, not herein delegated, remain with the people";

Therefore, by the authority vested in me as a flesh and blood man, as a person of the State of Ohio, as a person of the United States of America, and in accordance with the laws of God and creation, with the United States Constitution, and with the Constitution of the State of Ohio, I, Joseph Matthew Anderson, charge Richard Michael DeWine with the following violations:

i.   ...several statutes of the Ohio Revised Code, including: 2903.04 "Involuntary manslaughter"; 2903.041 "Reckless homicide"; 2903.05 "Negligent homicide"; 2903.11 "Felonious assault"; 2903.21 "Aggravated menacing"; 2903.22 "Menacing"; 2905.01 "Kidnapping"; 2905.02 "Abduction"; 2905.03"Unlawful restraint"; 2905.11 "Extortion"; 2905.12 "Coercion"; 2913.  "Theft"; 2917.01 "Inciting to violence"; 2917.11 "Disorderly conduct";  2917.12 "Disturbing a lawful meeting"; 2917.31 "Inducing panic"; 2917.32:; "Making false alarms"; 2921.03 "Intimidation"; 2921.11 "Perjury"; 2921.12  "Tampering with evidence"; 2921.31 "Obstructing official business"; 2921.41 "Theft in office"; 2921.44 "Dereliction of duty"; 2921.45 "Interfering with Civil Rights"; 2921.52 "Using sham legal process"; 2923.01 "Conspiracy"; 2923.02 "Attempt to commit an offense"; and 2923.03 "Complicity".

               ii.  ...several federal codes, including: "18 U.S. Code S 242 - Deprivation of rights under color of law"; "18 U.S. Code S 247 - Damage to religious property; obstruction of persons in the free exercise of religious beliefs"; "18 U.S. Code S 373 - Solicitation to commit a crime of violence"; "18 U.S. Code S 1001 - Statements of entries generally"; "18 U.S. Code S 1621 - Perjury generally"; and "18 U.S. Code 2441 - War crimes".

               ii.  ...Article III, Section 6, of the Constitution of the State of Ohio, titled "Governor to see laws executed; may require written information," which states: "He may require information, in writing, from the officers in the executive department, upon any subject relating to the duties of their respective offices; and shall see that the laws are faithfully executed."

               iii. ..his oath of office, both through violation of the aforementioned state and federal constitutions, as well as through the oath having been sworn on the Holy Bible, in which the Lord made explicit the consequences of "swearing falsely".

      b. Through his word and deed, as a man, DeWine is privately liable for damages caused to another man or woman. This includes every press conference, every order, and every post on social media, that caused myself, or anyone else, harm, separately and individually.

With my vested authority a being of God, a flesh and blood man, and a person of the state of Ohio, I call upon state legislators, county sheriffs, and all those who share vested authority (see the Ohio Constitution) to carry out a lawful and constitutional arrest of Richard Michael DeWine, that he may be tried for the many crimes with which he has been charged.
