In 2023, Kendra Licari of Beal City, Michigan, pled guilty to stalking after sending thousands of harassing text messages to her daughter and her daughter’s 14-year-old boyfriend. These messages included sexually explicit descriptions of acts with a minor, crossing a line far beyond harassment.

Under Michigan law, sending sexually explicit messages to a minor can constitute serious crimes, including disseminating sexually explicit matter to a minor, accosting a child for immoral purposes, and in some cases child sexually abusive material (CSAM). Yet, despite the evidence, Licari was not charged with these sexual-related offenses.

This petition calls on Michigan prosecutors and relevant authorities to revisit the case and bring appropriate sexual-offense charges. Sexual exploitation and the grooming of minors must be treated with the full weight of the law—especially when it comes from a trusted adult and a parent.
