Arkansas doesn't provide habitable dwelling standards! Help bring us into the 21st century
The Issue
Arkansas is the only state in America where landlords do not have to provide a habitable dwelling for their renters. Landlords are not required to make repairs, unless stated in a lease agreement. Furthermore Arkansas is the only state to convict individuals for failing to pay rent as a criminal offense! Renters do not have any recourse for the above mentioned discrepancies, including the economical privilege to withhold rent for an un-inhabitable dwelling. They also don't provide an early-end clause for people living in un-inhabitable and dangerous conditions. As well as many other rights and protections other more progressive states offer their citizenry. We would like to change this gross, archaic, and un-modernized legislation. We would like to:
- Introduce new modernized legislation requiring all for-profit dwellings (Rent houses, etc.) to pass a state inspection for health and safety code violations. (On a bi-yearly basis) Via the most up-to-date regulations governed by the U.S. Department of Housing and Urban Development (HUD).
- Offer renters their right to "freedom of choice" allowing them to terminate their lease lawfully. (Under the new legislation) At any time without retaliation (Withholding a deposit) or damage (Damages to their credit) to the renter in any way. If the property is found to be in violation of the new guidelines.
- Abolish failing to pay rent as a criminal offense. Considering its questionable legality.
- Require all for-profit properties to have a habitability warranty. Also require that they up-hold their warranty's in accordance with legislation.
- Require all for-profit property owners to eliminate prejudicial lease agreements excluding themselves of responsibility for poor property conditions.
Lastly all I want is for people to have access to safe living conditions which my state does not offer. It is in my belief that all of us should have the right to a safe place to live.
