Arden Mill Phase II Petition

The Issue

As Fort Mill residents, we are in agreement with the decision of the Fort Mill Planning Commission to deny the annexation and rezoning request for the proposed subdivision of Arden Mill Phase II as it was presented to the Fort Mill Planning Commission on 8/19/25. However, it is our belief that the following amendments to the project proposal will best serve to appease the majority of the residents of Arden Mill Phase I. If these amendments are honored as written, implemented formally in a revised plan and added as regulations to the building conditions of the development and presented and approved by the Fort Mill Planning Commission and Fort Mill Town Council, then the undersigned fully support the project.

 

1)     Remove Lots 61-73 as outlined on the project proposal submitted to the Fort Mill Planning Commission for the scheduled meeting on 8/19/25. With the removal of these lots, this area is to remain wooded as it currently stands and would provide an adequate buffer for both residents of Arden Mill Phase I and II. Given lot sizes as depicted on the project proposal, this amendment would result in a minimum of 125’ of preserved land as measured from the northern boundary of Arden Mill Phase I to the road intersecting Arden Mill Phase II with planned connection to Nims Lake Road and intersecting with the extension of Belden Drive. As a result, this would reduce the maximum home count from 108 to 95 and serves to slightly ease traffic congestion concerns raised by Arden Mill residents. This amendment promotes alignment with the Fort Mill Comprehensive Plan, increases home values, benefits wildlife, improves erosion control and promotes mental health and well-being.

2)    Confirm that the open space as outlined on the proposal submitted to the Fort Mill Planning Commission for the scheduled meeting on 8/19/25 is to remain wooded and undisturbed as it currently stands except for the planned pocket park as outlined.

3)    Confirm the inclusion of planned access to the existing pond along Spring Branch Rd with a common area to be constructed in similar function and likeness to Pavilion Park in Arden Mill Phase I.

4)    Pertaining to Banks Road Emergency Access: Arden Mill residents request access to Banks Road with a path suitable for walking, biking and to accommodate golf cart access. We understand there are several options to make this a possibility and ask that the parties involved find a reasonable solution (for example: not restricting access via a locked gate unless residents are privy to a code or, alternatively, installation of a paved path beside the access road). Connectivity is in alignment with the Fort Mill Comprehensive Plan and access to Banks Road will allow residents to connect to future paths that are in consideration per the Town of Fort Mill Trail Master Plan. Creating a connection to Banks Road in this manner allows residents to bypass the use of the heavily travelled Fort Mill Parkway to reach downtown Fort Mill.

5)    Confirm construction traffic will utilize the emergency access road at Banks Road for access to Arden Mill Phase II. Ensure the barrier on Belden Drive remains in place until the model homes are completed.
