1. There are Apple Premium Resellers who sell iPads and iPods without ability to install software (this sounds ridiculous).
2. There are lots of existing Mac OS users who cannot upgrade their operating systems to Lion and to install many of apps because they are available only in AppStore.
3. Ukrainians can publish apps to AppStore but their co-citizens cannot buy them (this sounds even more ridiculous).
