Appeal to Review the COE quota and bidding system in Singapore

The Issue

We are writing to appeal to the authorities to review the framework and goveranance of Certificate of Entitlement(COE) bidding system. We would like to propose the authority to

  1. Separate the quota for commercial purpose vehicles (Car hailing, car rental and so on) from family use vehicles.
  2. Impose additional Entitlement Fee for multiple vehicle owners

As a young family with a newborn baby, we are facing an uphill battle. The need to transport our child safely to clinics and other places is paramount. However, during peak hours, it's impossible for us to get hold of any taxis and the usual car-hailing services are rejecting to onboard newborn babies due to insuranace/safety concerns. Our only option seemed to be purchasing a family car, but the cost of owning one in Singapore has been inflated due to sky-high Certificate of Entitlement (COE) prices.

The existing COE bidding system in Singapore is overly simplified. By failing to differentiate between commercial vehicles and those for family use, it unfairly benefits those who utilize their vehicles for commercial purposes to generate income. Additionally, it favors individuals who can afford multiple vehicles by not imposing additional fees on them. Consequently, this has resulted in escalating COE prices, rendering ownership of a single vehicle financially burdensome for many families like ours.

Accordingly, we propose that additional entitlement fees should be imposed on the registration and transfer process for multi-vehicle owners. This would help balance out the demand-supply ratio and potentially lower the COE price which currently stands at SGD 79,000 for CAT A vehicles and SGD 102,338 for CAT B vehicles as of February 2024 (source: Land Transport Authority).

We think the proposed measures could be potentially archived by 

  1. Self declaring the use of vehicle to be family use or commercial use
  2. Requesting car plate numbers from car hailing companies to identify commercial usage vehicles
  3. Checking the ownership of the car vehicles that belongs to car rental firms to identify commercial usage vehicles
  4. Checking the number of vehicles under the same household and implement a laddered Additional Entitlement Fee for extra number of vehicles

We believe this change would make vehicle ownership more accessible for families who truly need it while discouraging unnecessary accumulation by multi-vehicle owners.
