phillyacct.org animal shelter must be shut down or forced to become no kill.they killed 22 young dogs in nov 2015.the guy who runs it kills healthly dogs each day when a rescue or foster is on way.They kill many animals because of a cold.they killed this young precious dog when help was on the way among thousands of others.
