Close down the two illegal dog farms in Danwon-gu District in Ansan and rescue all 70 dogs now!

Dear Mayor Jong-Geel Je,  제종길 안산시장님께,

안산시 단원구의 두 불법 개농장을 지금 당장 폐쇄하고, 처참한 환경에서 고통받고 있는 70여마리의 개들을 구해주세요!

We are appalled and deeply saddened to learn about the more than 70 dogs being kept in horrific and nightmarish conditions at the two dog farms located in Danwon-gu District in Ansan, South Korea. Click to see photos of this dog farm:

You state that “Ansan is planning to turn itself into a human-oriented city, where people and life come first, as well as an environmentally friendly eco-city where environment, culture and art exist in harmony”.  This is a noble aim and the people of the world could support you but as long as you allow this unspeakable torture and cruelty to take place at these illegal dog farms, people from every nation will look at your city with horror and outrage.

The people of the ‘City of Abundant Hope’ have called out, with hope, for your compassion, but you have not heard their cries, leaving them with an abundance of despair, instead of hope.  Your own South Korean countrymen have been passionately petitioning and submitting online civil complaints, urging your city to enforce the law, yet they have been ignored, and these despicable hell holes are still operating, brutally torturing and taking the lives of helpless companion animals every day.

In your response to civil complaints, you make an excuses about the lack of enforceable laws to take any legal action. You tell your citizens it is the responsibility of the Prime Minister, the Ministry of Health and Welfare, the Ministry of Environment, the Ministry of Food, Agriculture, Forestry and Fisheries to address this shameful dog meat consumption issue, and do not take responsibility for your own District.  The list of excuses is endless. Why send your own people round in circles?  You say you put your citizens first, but it is clear that you do not, and instead you disregard their well-being.  Your failure to take responsibility and act is a heinous crime to the animals and causes great distress to Koreans who no longer wish to bear this great shame and guilt.

You will know that Article 2, Item 1 of Korea's Livestock Product Sanitary Control Act which governs the raising, slaughter and disposal of livestock and the processing, distribution and inspection of livestock products, does not categorize dogs as a livestock that can be processed as food, which therefore makes dog meat illegal.  Also, since South Korea is a democratic nation where representatives are elected through a democratic process, isn't it your responsibility as the citizens' representative to end this shameful and barbaric atrocity if the people call for it?  If the laws in place are not enforced, it is your responsibility as Mayor to make sure the laws are properly enacted and enforced.  Please, do not try to pass your responsibilities on to the shoulders of others.

Furthermore, according to the Food Sanitation Act, Article 7, Clause 1, Korean Food Standards Codex specified by the Food and Drug Administration, dogs are not included in the list of raw materials that can be processed and cooked as food, once again therefore the raising and slaughtering dogs for consumption illegal.

Below are just a few of the many violations of Animal Protection Law by this dog farm and slaughterhouse, and many other dog slaughterhouses across South Korea:


In keeping, caring and protecting animals, everyone should recognize the following:

2. Animals should be free from hunger and thirst.

5. Animals should be free from fear and distress.


① No one shall commit the following acts toward animals:

1. Act of killing by brutal methods, such as hanging

2. Act of Killing in public or in another animal’s presence

③ No one shall commit the following acts towards abandoned or abused animals:

1. Act of capturing and selling or killing.

2. Act of trade or purchase knowing that the animals are abandoned or abused.


① Anyone transporting an animal that has been selected by decree from the Ministry for Food, Agriculture, Forestry and Fisheries must make an effort to abide by the following:

1. Ensure that the animals are properly fed, watered and transported carefully so that animals are not shocked or harmed from sudden departures or stops.

2. The vehicle used for transportation must be built to prevent any harm during transportation and to minimize any pain due to poor ventilation or sudden changes in temperature, etc.

4. Avoid any possible injuries while moving an animal and minimize any pain or discomfort, such as sudden changes in body temperature or difficulty in breathing.


① Anyone who violates Article 8, Clause 1 through 3 shall be punished with up to one year in prison or a maximum fine of 10 million Korean won ($7,000 USD).

In addition, according to the Ministry of Environment's Conservation of Water Quality and Ecosystem Law Article 15 Clause 1 Item 2 and Article 78 Item 3, the act of discharging excrement, livestock wastewater, animal carcasses, waste materials or sludge into public water is punishable by up to one year in prison or a maximum fine of 10 million Korean won ($7,000 USD).

According to the Livestock Safety Management Act, slaughterhouses must only slaughter animals they are registered to handle.  Is this slaughterhouse registered to slaughter dogs?  Of course, it is not because dogs are not permitted to be slaughtered for human consumption under this law.

Has there been an investigation to find out if they have been injecting water (prevalent in South Korean dog meat industry, specially designed high pressure water hose is used to inject water into the slaughtered dog's blood vessels to inflate their weight for unfair profit)?

What health guarantees are you giving citizens of your “human-oriented city, where people and life come first, as well as an environmentally friendly eco-city where environment, culture and art exist in harmony"?  Ansan will never become an advanced modern city as long as your government ignores this illegal and despicable injustice towards the most vulnerable members of your society. Please enforce the law and shut down the hell-hole dog farms and rescue the dogs now!

Until then, we will not invest in or visit Ansan and we will continue to boycott all South Korean products and tourism.
