Animal Foundation Reform & Oversight Petition

The Issue

We, the undersigned residents and taxpayers of Clark County, request immediate operational reform and oversight of The Animal Foundation, the contracted municipal shelter serving our community.

The shelter receives public funding to provide humane care, efficient adoption services, and responsible population management. However, community members, volunteers, fosters, and adopters continue to report serious operational failures that undermine these goals.

We respectfully request an independent review and corrective action in the following areas:

1. Humane Care Standards

Establish mandatory intake grooming and basic comfort care protocols for animals arriving matted, injured, or in distress
Publish minimum daily enrichment and kennel sanitation standards
Require timely veterinary evaluation for suffering animals
Implement third-party welfare audits at regular intervals

2. Adoption Process Efficiency

Implement same-day adoption processing for approved adopters
Set a maximum adoption processing time goal (under 2 hours)
Increase adoption staffing during peak hours
Publish daily adoption capacity metrics


3. Transparency and Public Reporting

Publish daily intake, euthanasia, and live-release statistics
Provide reasons for euthanasia in aggregate categories
Create a public dashboard updated weekly


4. Volunteer and Staff Protection

Establish a whistleblower protection policy for employees and volunteers reporting animal welfare concerns
Create an independent reporting channel outside internal management


5. Population Reduction & Life-Saving Programs

Expand foster-first placement for healthy animals
Increase rescue transfers and out-of-state transport partnerships

Implement targeted spay/neuter programs in high-intake areas
Prioritize return-to-owner and community placement before euthanasia


6. Independent Oversight
We request Clark County establish an oversight committee or commission-appointed advisory board to monitor compliance with humane standards and contract obligations.

This petition does not seek punishment, it seeks reform.
Our community supports the staff and volunteers working under difficult conditions. We are asking leadership and governing bodies to ensure the shelter operates efficiently, transparently, and humanely, consistent with public expectations and the value of animal life.

We respectfully ask Clark County and partner municipalities to review leadership performance and implement necessary operational changes to restore public trust.

Good morning, Thank you for sharing your concerns regarding oversight of The Animal Foundation (TAF). In the County’s most recent negotiations with TAF, the County was insistent on new contract terms that would provide greater visibility into the operations of the shelter. Three committees have been established for oversight and collaboration: Finance, Operations and Communications. The committees are comprised of representatives from each jurisdiction (North Las Vegas, Las Vegas and Clark County) to help ensure visibility to challenges and opportunities. In addition to these meetings, the County has continued to participate in standing supervisory level meetings along with the other jurisdictions and TAF representatives. An important priority for the County was the creation of a Pet Support Call Center to triage calls from residents and to help provide an immediate response which may include assistance with keeping the pet in the home (food, supplies, rent assistance, medical care, etc.) or determining how best to get an animal into the shelter for surrender. The Call Center is operational. TAF does hold annual public meetings to discuss topics of interest, including shelter and adoption statistics, and to respond to comments during the meeting. The meeting was recently held in January. In addition to these meetings, Clark County staff receives daily reports showing the number of animals in the shelter to help monitor intake. The County conducts biannual inspections of TAF to ensure conditions within the shelter remain within the standards listed in the Clark County Code. Additional inspections are conducted when a complaint is received regarding the conditions in the shelter. This additional oversight is important to the County as we continue to partner with The Animal Foundation. It is important to note that Clark County is moving forward with a supplemental shelter in our jurisdiction that will be open in 2028.
