

Say "NO" to the buying & selling of animals on classified ad. websites (quikr / olx, etc).
The Issue
1.) Ban on the illegal breeding of pet animals especially pedigree dogs by unrecognized and unlicensed breeders for the sole purpose of making money and earning profits. This proposal aims at controlling the unnecessary and uncontrolled breeding of pedigree dogs keeping in mind the increasing number of dogs who are abandoned everyday and also to control and eliminate the diminishing quality of breed standards and genetic disorders. If implemented, this will result in less number of homeless and abandoned dogs and also dogs which will be free from any form of genetic disorders like hip dysplasia.
2.) Person who is interested in taking up dog breeding as a profession must be eligible to do so. The eligibility for the same can be decided on grounds of his financial status wherein his annual income is not less than a certain decided amount and also on the area of his property which again should be a certain decided area of land which will be a permanent shelter for all the dogs / animals he owns. The above criteria should be decided for an individual with proportion to the number of dogs he plans to own and later breed as well as raise the litter. This will ensure that the dogs used for breeding purposes are not treated in an inhuman manner and are thereby taken care rather than just being used as puppy production machines further allowing them to enjoy their life to the fullest without being forced to go through inhuman treatment and bear extreme torture and hardships.
3.) Breeders should be prohibited from taking more than one litter in a year.
4.) All the kennel clubs in the country should be brought under the control of the Govt. Of India.
5.) Ban on the sale and purchase of pet / dogs from unlicensed and illegal breeders by means of classified advertisement postings on websites like quikr and olx, etc.
6.) To prevent the illegal breeding of dogs, provision must be made wherein the sale of a female pedigree breed dog from a licensed breeder to the prospect will be subject to an agreement stating that the female pedigree dog will have to be neutered or spayed after she has attained a particular age. For record keeping and tracking of the dog please refer next point.
7.) For the above proposals to be successful 100% the Govt. must develop a nationwide Pets, Breeder & Vet Database (PBV-Database) which will work like the current AADHAR system but in context to pet animals and in fact will be more effective than AADHAR. To start with initially the database will contain the names and details of all the breeders registered nationwide further it will also contain the number of dogs with their microchip numbers an individual registered breeder owns for the purpose of breeding and the number of litters he has taken. Thereby achieving the goal of record and track keeping of every dog sold which will be further linked to the domestic individual customer who has purchased the dog. Thus as mentioned in the point no. 6 it will be easy enough to keep track of the female dogs which are due to be neutered or spayed. Now the domestic individual customer who has purchased the dog either male / female will also get the record of his dog's vaccinations, illnesses, etc from the PBV-Database which will also be available with the Vet. Thus PBV-Database aims to achieve the goal of tracking dogs and keeping a record of the same by working hand in hand with the registered breeders, vets and domestic individuals containing all the information right from when a pup is born > bred by which breeder > sold to which domestic individual customer > vaccination and medical records for the pup / dog > date due for neuter if in case the pup / dog is a female.
If things go well our beloved pets will also lead a happy life without torture and hardships.
