Amplify Penalties for Animal Neglect, Abuse, abandonment and Disregard of Containment Laws

The Issue

Over the years, I have witnessed countless instances of animal abuse, neglect, and abandonment occurring in my neighborhood, with many offenders repeating their cruel actions. Apathy towards animal welfare is shockingly widespread. Governments and law enforcement appear relatively uninfluenced since the current penalties do not deter these inhumane actions.

We demand stricter punishments, including car impoundment, for flagrant violations of cruelty, neglect, containment and leash laws. These laws exist to protect animals and prevent abandonment and abuse. However, their effectiveness is at risk without stronger enforcement and tougher penalties. 

In 2019, 10 million cases of animal abuse were reported in the United States alone. This statistic indicates that current sanctions insufficiently discourage offenders (source: Animal Welfare Institute). Moreover, studies suggest that individuals who abuse animals are more likely to commit violent crimes against humans (source: American Psychological Association).

Through stricter enforcement, enhanced penalties, and heightened public awareness, we believe we can substantially reduce cases of animal neglect, abuse, and abandonment.
