In 2021, American citizen Andre Khachatoorian needed to access medication in checked luggage while traveling to Armenia from California via Moscow to visit his wife’s family for the holidays. His checked luggage also contained a legal, safely stowed firearm with all of the necessary paperwork and permissions for the international trip. Andre had gone to extensive lengths to follow every law and rule and get all the proper documentation, which the airline confirmed one last time before departure. When he was given access to his checked luggage in the In Transit part of the airport, Russian law enforcement just happened to notice the locked firearm case. Andre was interrogated, tricked into applying for a Russian visa “to answer questions,” and removed from the airport. At that point, he was at the mercy of the Russian justice system. On February 23, 2023, Andre was sentenced to 8.5 years in prison. We need help encouraging the State Department to designate Andre as wrongfully detained so we get work to bring him home.
