Amend Section 142.02.03-C-3-b of the Harrisburg UDO to Preserve Neighborhood Safety
The Issue
As a concerned resident of a vibrant neighborhood situated in Harrisburg, I've observed the Town Council's intent to change the current conditions of our community by connecting a 45mph state-run road to our existing 25mph residential street. This proposed plan dangerously brings a high-speed traffic flow into our once peaceful neighborhood of 200 homes, 800 residents and popular amenities.
Our neighborhood is typically alive with adults and children making their way around by foot or bicycle, heading to the amenity center which is a hub of our little community. The planned road connection into our neighborhood, with its 28 driveways, 29 homes, and amenity center would not only invite unwanted and unnecessary traffic but could pose a significant risk to pedestrian safety. It has the potential to lead to an increase in accidents. It would also further burden us by pulling additional high school traffic into our streets because it dead ends at Hickory Ridge Rd, which leads you nowhere, but the middle and high school campuses. This road connection in our UDO not only affects the Bridge Pointe Community, but other established neighborhoods throughout Harrisburg that have the potential for road connectivity as well.
In light of this, we're inviting you to consider changing section 142.02.03-C-3- b of the Town's Unified Development Ordinance (UDO). The current contradictions in this section regarding road connectivity, nonvehicular traffic, and their effect on public health, safety, and welfare are concerning. We ask that the word "shall" be removed from the text to provide more flexibility. This kind of consideration would help ensure policies align with community needs and preserve our neighborhood's quality of life.
Another option we request the Town Council considers, in case the changes to the text in the UDO are deemed not to be made, is to make an exception for the road connection between Tom Query and Bridge Pointe Dr. This could protect our neighborhood from the severe consequences of the planned changes, and help maintain property values which have already been threatened by this proposal.
It's crucial that our town's infrastructure plans take into account the safety and leanings of its residents. Join us in protecting our neighborhood and others in Harrisburg by signing this petition.
