Amend Massachusetts Regulations to Reclassify High Capacity Magazines

The Issue

As a passionate firearm enthusiast living in Massachusetts, I find the current restrictions on high capacity magazines not only infringe upon my constitutional right to bear arms, but also make my time at the range significantly more difficult and frustrating. The need to continuously reload due to a maximum limit of 10 rounds is an unnecessary burden.

Massachusetts law currently defines large capacity feeding devices as those capable of holding more than 10 rounds or five shotgun shells (M.G.L. c.140 § 121). This petition seeks an amendment to this regulation, proposing that 'high capacity' be redefined as anything over 30 rounds.

This change would align Massachusetts with federal law and many other states which define high-capacity magazines as those holding more than 30 rounds. It would also allow citizens like myself who respect firearms and use them responsibly, greater freedom while still maintaining public safety.

In fact, research shows that most gun owners are responsible citizens. According to the Pew Research Center, two-thirds of gun owners cite personal protection as a major reason for owning guns and nearly three-quarters say they couldn't imagine not owning one (Pew Research Center - America's Complex Relationship with Guns).

While keeping in mind Massachusetts already allows us to carry any size magazine without issue as long as the magazine was produced prior to September 13, 1994. Now knowing that we are allowed to have these magazines and not magazines manufactured in current day that are made the same way feed the same way and do nothing to change the firearm anymore than the preban magazines makes no sense. It is somehow a common thought that these magazines change the fire rate of the firearm or make it more dangerous in some way. Which they don't. They allow us to have a longer range session while not having to reload as much While also giving us more security in our EDC firearm.
